Duties

You will serve as the Supervisory IT Specialist (PLCYPLN) for the N3/N6 Infrastructure Operations Division, U.S. Naval Observatory (USNO). You will function as a manager of the command's network infrastructure architectures, security and operations and be responsible for ensuring scientific application requirements are integrated with the network infrastructure, computer, and software. You will assign, supervise and approve work efforts within the department including projecting long-range work plans and schedules, establish goals and objectives of programs, set priorities and schedules for completion of assignments. You will manage current infrastructure, plan new engineering efforts, evaluate program requirements, develop project plans including schedule and resource allocation, supervise the design, implementation and testing of developed systems. You will manage and support all major missions functions under the Precise Time, Astrometry and Earth Orientation Department You will maintain and administer a compliant, robust IT architecture and environment, IT maintenance and operational integrity and security compliance is applied to all facets of IT network systems. You will be the leading engineer responsible for ensuring scientific application requirements are integrated with the network infrastructure, compute, software monitoring tools, cyber monitoring tools and all of IT infrastructure platforms.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 451 within 12 months of appointment.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:. 1) Attention to Detail- Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Leading teams to implement concepts in accordance with Modern IT hardware development practices including Risk Management Framework (RMF). 2) Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Providing briefs and expert technical advice to the Chief Technology Officer and other senior management officials 3) Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Coordinating with managers in other departments to develop strategic IT plans to satisfy emergent or future operational needs 4) Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Researching, developing, and managing innovative projects or plans for future programs. AND In addition to your experience demonstrating the competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience managing and directing IT programs, projects, initiatives and systems. Experience supervising activities of large groups of Engineers and IT specialists to plan, design, integrate and implement very complex computer systems, including support systems integrated interfaces. Experience planning and integrating complex Information Technology in an operational environment in such disciplines as scientific data acquisition, data processing, database relationships, data management, networks, communications data ingest and processing and IT maintenance. Experience evaluating employee performance, recommending promotions and reassignments.
