These positions serve as a senior level HR Specialist performing a full range of tasks and/or providing technical guidance to other human resource professionals in any one, or a combination of the following functions: classification and position management, recruitment and placement, HR information systems, performance management, human resources development, employee relations, labor relations, and compensation.
Duties
Serve as a technical advisor to serviced organization s providing comprehensive classification position management products including assistance with organization charts, workforce planning projections, organization realignments and redesigns. Develops recruitment strategies to address specific resource or program needs. Verifies applicant eligibility, qualifications, and ratings for complex technical, professional, and scientific positions. Studies, designs, and develops automated data processing and networking systems which provide decision making information support related to HR management programs. Trains managers and HR staff on availability on all aspects of the HR recruitment process.
Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience would typically include but are not limited to federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes, but not limited to: Providing staffing and placement services; performing internal placement duties including conducting job analysis, preparing promotion and placement products; advising on recruitment strategies; conducting research; experience in USA Staffing; experience with recruitment/relocation incentives and PCS; applying of the range of administrative laws, policies, regulations, and precedents applicable to the development of HR staff to obtain of optimal efficiency within the department; using adult learning principles and experiential techniques, employee development systems, and training methods/tools/techniques to design a variety of presentation and/or instructional modules or workshops; using various multimedia tools and technology for presentations and workshops; applying change management principles, strategies, and techniques required for effectively planning, implementing, and evaluating change in the organization; conducting personal one-on-one coaching, and group public speaking that motivates people and inspires support and applying knowledge and information gained about trends and innovations, together with first- hand knowledge of issues and challenges faced by the clients served and modifies training and consulting approaches accordingly. You must include hours per week worked.
ICTAP/CTAP Clearance: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
