Duties

IMPORTANT INFORMATION: This position requires military membership in the Puerto Rico Army National Guard (PRARNG). Selected applicant(s) will be required to complete an online Onboarding process.

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform. Loss of military membership will result in immediate loss of your full-time military technician position.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation. Must possess or be able to obtain and maintain a SECRET security clearance as a condition of continued employment.
  • May be required to successfully complete a probationary period. Participation in direct deposit is mandatory.
  • Prior to appointment, applicants military medical record must indicate a completed and current medical physical, flight physical, medical profile, and completed/cleared drug test.
  • Must maintain all military or FAA certifications, current aeronautical ratings, medical and flight physical requirements, and qualifications for aviation service and military skill requirements.

  • Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
  • Individual selected for this position who is not qualified in one of the mentioned BR/CMF/MOS, MUST submit to HRO, before date of appointment, the correct military documentation to attend the technical training school required to be MOS Qualified.
  • If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days’ notice of separation.
  • Must possess a valid PR State driver’s license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives.
  • Must qualify to operate government motor vehicles and vehicular equipment for “Maintenance Purposes Only” according to Army Vehicle Maintenance Operations Directives.

Qualifications

AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent Warrant Officer employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Warrant Officer employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates) To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. DUTIES: As HELICOPTER FLIGHT INSTRUCTOR (D2460000), GS-2181-13, you will provide instruction, evaluation and examination of rated pilots, instructor pilots and aero-scout observers in flying techniques and methods of instruction, examination and evaluation. Instruction involves basic and advanced techniques for flying aircraft using instruments. Incumbent is also responsible to the Facility Commander for all aspects of aviation/ground safety matters. GENERAL EXPERIENCE: Applicant must possess at least TWELVE (12) months of general experience in the grade (or a comparable military rank) immediately below the next higher level. An applicant must have a competent understanding of the occupation's basic principles and concepts. SPECIALIZED EXPERIENCE: Applicant must possess at least TWENTY-FOUR (24) months of specializedexperience performing or supervising duties such as rotary wing Instructor Pilot; training and evaluating aviators on basic and advanced flight techniques; training including instruction and evaluation for operating unique electronics equipment; conducting initial standardization flight evaluations, annual evaluations, local aircraft transitions and refresher training; serving as pilot-in-command while operating single and/or multi-engine rotary wing aircraft; transporting classified, chemical, or other hazardous cargo; performing extended flights to and from a wide variety of points; demonstrating a consistent mature judgment and maintaining a high degree of pilot proficiency; performing preflight weather analysis, route and altitude selections, alternate airport selection, fuel, cargo and passenger load computations, selection of refueling stops, preflight inspections, flight plan filing, and firing ranges route planning/coordination; incorporating precision, non-precision, and GPS route navigation and instrument approaches; maintaining and studying current and complete files of aeronautical publications, navigation charts, instrument approach procedures, air traffic control procedures; serving as rotary wing Instrument Flight Examiner; rotary and/or fixed wing Standardization Instructor Pilot; rotary wing Maintenance Test Pilot and/or Functional Check Pilot; Aviation Safety Officer; Maintenance Test Pilot/Functional Check Pilot Evaluator; serving as Aviation Mission Survivability Officer. NOTE: The applicant's specialized experience credit, begins on his or her Aviation Service Entry Date (ASED) as annotated on DA Form 759, Individual Flight Record and Flight Certificate; DA Form 1059-1, Civilian Institution Academic Evaluation Report; along with other Federal Aviation Administration certifications and/or military service aviation certifications, current aeronautical ratings and aviation service qualifications, military and civilian performance records, resume, training certificates, and educational accomplishments must show possession of the competencies needed to fully perform aircraft operations work.

Education

EDUCATION REQUIREMENTS:
Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
