This position is located in the Small Business Administration, Office of Capital Access, Santa Ana National Disaster Loan Resolution Center in Santa Ana. The incumbent plans, develops and performs a full range of management and administrative functions including program analysis, budget operations, procurement, human resources, communications, mail and file management, facilities management, reproduction and printing, property and asset management, safety, and continuity of operations.
Duties
As an Administrative Program Specialist, GS-0301-07, you will be responsible for:
Conducting projects, of lesser complexity and with greater supervision, within the Center that have an impact on the operations of the various divisions within the Center. Analyzing large amounts of information and data and carries out studies to reinvent and improve business functions, increase efficiency, and achieve Center goals and objectives.
Translating strategic goals and operational objectives into resource requirements and allocations. Establishing and maintaining internal controls, policies, and guidelines concerning the full range of administrative services.
With supervision, initiating personnel actions, analyzing work and writing position descriptions, providing advice and assistance regarding performance elements, standards and ratings, assists management regarding employee relations issues, labor relations, workers compensation, and other substantive personnel matters.
Preparing Time and Attendance records for the office by processing employees' time into the Time and Attendance program (WebTA) and/or serving as POC for future Time and Attendance systems that may be used.
Assisting management in assessing the need for supplies, equipment, furniture, facilities, and other resources and takes appropriate action to meet these requirements. Assisting in the performance of complex or large-scale acquisitions and adheres to the Federal Acquisition Regulations, policies and procedures.
Performing procurement and contract administration functions for a variety of services and/or commodities for the Center. Acting as the Center's Contracting Officer's Representative (COR) when contracting activities dictate including the review and certification of invoices of contract work performed.

Qualifications
Specialized Experience for GS-7: One year of specialized experience, equivalent to the GS-5 grade level in the Federal service, obtained in either the private or public sector:
conducting administrative functions involving various programs;
maintaining a filing system both electronic and hard copy;
using computers to assist with tracking documents, forms, and reports;
receive and distribute supplies;
assist in the use of spreadsheets to develop and maintain financial logs; and
maintain time and attendance reports.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education Substitution for Specialized Experience: Successful completion of 1 year (18 semester hours or 27 quarter hours) of graduate level education in a course of study that directly reflect the job-related KSAs/competencies necessary to satisfy the minimum qualification and perform the duties of the position.

Successful completion of a Bachelor's degree with Superior Academic Achievement (S.A.A) in a course of study that directly reflects the job-related KSAs/competencies necessary to satisfy the minimum qualifications and perform the duties of the position. - Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
- Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
- 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
- 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum.
- Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies.

Combination of Experience and Education as specified above. For example, an applicant who has 6 months (9 semester hours) of graduate level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
