This position is located in the Division of Facilities Engineering, Office of Environmental Health and Engineering, in Phoenix, AZ. The primary purpose of this position is to provide engineering and/or consultation and assistance in the operation and design of health care facilities. Has responsibility for the accreditation program of the division of facilities engineering.

Duties

Participates with key agency personnel to assist them as they prepare for and meet the accreditation requirements of Joint Commission (TJC), Centers for Medicare and Medicaid Services (CMS), and Accreditation Association for Ambulatory Health Care (AAAHC) and other accrediting bodies. As it relates to facilities engineering, performs program evaluations of facilities management and safety programs. This includes a comprehensive audit process that consists of regularly scheduled on-site visits, a review of critical Environment of Care and Life Safety Elements of Performance; via compliance verification of records and documents including all management plans, risk assessments, annual evaluations, committee reporting activities, and policies and procedures. Conducts a physical site evaluation consisting of tracer methodology tactics and life safety tours. Utilizes computer data systems to support the efforts of the accreditation program; specifically, the computerized maintenance management system (CMMS) to ensure maintenance tasks are scheduled and performed at appropriate times, and in appropriate ways. Educates and trains staff about the intent and understanding of accreditation standards, how standards are applied, and the survey process. Serves as a key participant for hospitals related to Environment of Care and Life Safety survey functions, including serving as the liaison between facilities engineering staff and surveyors during and after accreditation surveys. This includes reviewing and/or writing survey related documents in response to survey related findings or issues. Independently writes reports documenting program review findings, and recommended corrective actions. Writes code interpretations for signature by the authority having jurisdiction.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): In order to qualify for this position, you must meet the basic requirements (Education or Combination of Education and Experience) for a professional engineer. A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least (1) year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience. In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATION, GS-0801-12: You resume must demonstrate at least (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Knowledge of Joint Commission Environment of Care standards, including Life Safety Code (NFPA 101), Health Care Facilities Code (NFPA 99) and other relevant NFPA standards and direct involvement with a minimum of two Joint Commission surveys. Knowledge of hospital building systems, utility systems, and fire protection systems (fire alarm and fire sprinkler). Preferred Candidate should possess certification in the following or be able to obtain within one (1) year of hire: Certification/licensure/registration in a field related to plant, technology, and safety management such as Certified Healthcare Facility Manager (CHFM), Certified Healthcare Safety Professional (CHSP), Healthcare Environmental Manager (HEM), Certified Industrial Hygienist (CIH), Certified Safety Professional (CSP), Professional Engineer (PE). Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
