The primary purpose of this position: To serve as a Transportation Assistant performing cargo movement duties in support of the Department of Defense's Signal Intelligence (SIGINT), Force Protection and Nuclear Treaty Monitoring missions and the Air Force's sole Cryptologic and Cyber Wholesale Depot. *** Salary ranges include local market supplements *** The organizational location of this position is: Air Force Life Cycle Management Center (AFLCMC), Joint Base San Antonio- Lackland, Texas.

Duties

DUTY 1: Accepts and receipts all Defense Transportation System (DTS) cargo. DUTY 2: Prepares, packages and containerizes DTS cargo. DUTY 3: Plans, routes, and manifests DTS cargo. DUTY 4: Manages transportation expenses and payments related to the movement of DTS cargo.

  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

  • equipment, standing at workstations, moderate lifting 15-44 lbs., and visits to functional/industrials areas to conduct research or support operations).
  • Required to obtain and maintain a valid driver’s license and any installation and/or DoD license required for the type of vehicle being driven.
  • Required to operate a forklift for the movement/loading of cargo.
  • Must demonstrate sound security practices for ensuring the safeguarding of classified information.
  • Incumbent may be subject to “other duties as assigned” as it relates to additional duties or at the discretion of the immediate supervisor.
  • Incumbent may be recalled during non-duty hours to perform duties supporting contingency operations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Positions. This is a GG-07 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-07 duties for the "Technician/Administrative Support" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-07 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of an extensive body of transportation regulations, policies, methods, procedures, and practices in order to perform a wide variety of interrelated transportation support assignments and to resolve problems involving a wide range of specialized shipments.; knowledge of transportation programs, automated transportation systems and functional areas and their relationship with other functions to conduct extensive research for information needed to reconstruct and reconcile incomplete information; knowledge of a wide range of traffic management principles, policies, practices, laws, regulations, techniques, and operations to include those concerning economics of transportation; commercial carrier operations and tariffs; hazardous, classified, extraordinary, and sensitive materials; packing and preservation standards and related areas such as US and foreign customs import/export requirements as these involve air, motor, rail, and water movements. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of extensive wide range traffic management principles, policies, practices, laws, regulations, techniques, and operations to include those concerning economics of transportation; commercial carrier operations and tariffs; hazardous, classified, extraordinary, and sensitive materials; packing and preservation standards and related areas such as US and foreign customs import/export requirements as these involve air, motor, rail, and water movements. 2. Knowledge of Defense Transportation System (DTS) and the extensive reach/capability provided by the DTS and how to exploit the capability in effectively and efficiently providing transportation-related services to AFLCMC/HNC Programs supporting global operations with COMSEC, SIGINT, Cyber, Force Protection and Nuclear Treaty Monitoring missions with timely and accurate logistics support. 3. Knowledge of transportation funding, freight rates and TPPS payment execution systems to manage and pay for commercial/organic movement of supplies and equipment. 4. Detailed knowledge of standardized COMSEC procedures/functions/operations, forms and nomenclature, program requirements and work methods to include proficiency in the use of wholesale logistics management systems (i.e. CLASS, CDAS, etc.) 5. Ability to effectively leverage the DTS to ship cargo through the technical application of various United States Transportation Command automated traffic management systems. 6. Ability to read, interpret, and apply applicable reference material/special packaging instructions to accomplish task and resolve complex logistical problem while maintaining compliance with all applicable safety and security regulations, practices, and procedures. 7. Ability to operate woodworking equipment/tools to construct and fabricate containers using technical drawings/blue prints to prepare assets for freight shipments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
