The Pharmacy Procurement Technician functions utilizing independent technical judgment and knowledge of complex procurement principles and practices. Duties consist of pharmaceutical and supply order initiation, proper receipt of shipments, compliance with product and storage requirements and ongoing inventories of drug products and pharmaceutical supplies and their procurement. The Technician holds an Ordering Official Designation letter and is a purchase card holder.

Duties

Major duties include, but are not limited to the following: Pharmacy Procurement Program: The Pharmacy Procurement Technician performs technical tasks involving the purchasing of pharmaceutical and medical supplies, and the management and coordination of control point accounting. Activities include: Maintains pharmacy fund control point records, verifies information, and reconciles problems, questions, or discrepancies with appropriate personnel in Contracting, Fiscal, Logistics, and Pharmacy Management. Uses this information to monitor cash flow and adjust inventory levels and procurement activities to the extent possible to stay within allocated financial resources while maintaining inventories sufficient to sustain patient care activities. Enters pharmacy procurement requests into IFCAP, Prime Vendor, eCMS, or other order entry process as required. Enters data for all orders in the pharmacy budget spreadsheet. This includes information from initial procurement requests, fund control data, receiving reports, B09 reports, etc. Reconciles accounts and maintains required procurement documents for future audits. Purchase Card Holder: The procurement technician is a purchase card holder and complies with all Federal, VA, and local acquisition regulations. The procurement technician: Conducts or ensures required market research to initiate the procurement action utilizing the business targeted by the socioeconomic goal categories with special emphasis on veterans-owned small business, service-disabled veteran-owned small business, but also includes other small business, small, disadvantaged business, 8(a) businesses, woman-owned small businesses, and HUB-Zone businesses. Makes individual purchases not exceeding $10,000 unless specifically authorized to do so by VISN Chief Logistics Officer/Head of Contracting. Reconciles purchase card charges within the established time limits. Resolves disputes of unknown or incorrect charges also within the established time limits. Maintains pertinent purchase card records for approving officials and for external review. Coordinates with pharmacist the procurement of specialty distributed pharmaceuticals, following the requirements of the established Risk Evaluation and Mitigation strategy (REMS) program for the pharmaceutical. Initiates and coordinates actions required by FDA, drug manufacturer or PBM to retrieve and process drugs recalled by the manufacturer. Communicates information relating to the recall to the Pharmacy Recall Coordinator, Pharmacy Leadership and pharmacy staff and assures that necessary disposition, documentation, and follow-up actions required by the recall are accomplished. Utilizes proper inventory management to ensure sufficient stock of medications and supply are available to meet the needs of the pharmacy and patient care Removes and segregates all expired or unusable pharmaceuticals from the inventory. Maintains records of pharmaceuticals as they are removed from active inventory and coordinates processing with the reverse distributor. Reconciles pharmaceuticals returned for credit by the reverse distributor as documented with the prime vendor. Takes appropriate corrective actions on any identified discrepancies to maximize credits. Pharmacy Dispensing/Distribution Services: The Pharmacy Procurement Technician will be involved in assuring appropriate, safe, and accurate medications are dispensed to veterans in an efficient manner. The technician will provide a range of medication management and administrative services. Activities include: Maintains workflow patterns that assure timely delivery of pharmacy services and ensures accurate documentation and dispensing of pharmaceuticals. Effectively organizes workload, solves problems, and achieves established goals. Provides patient care utilizing an in-depth knowledge of specialized areas of pharmacy practice. Maintains and understands the operation of pharmacy equipment and automation, such as Scriptpro, FastPak, BD-Cato, and Pyxis. Assists staff and patients, either by phone or in person, concerning drug distribution, refill requests, mail, and general triaging of requests for the pharmacists. Documents patient requests as necessary in CPRS and alerts the appropriate provider. Assists in ensuring pharmacy programs are compliant with all regulatory and accrediting body requirements (i.e., Joint Commission, FDA, ASHP, DEA, OIG etc..) Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. Education or Experience: None Required. Certification: For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT). OR National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT) May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-8 Pharmacy Technician (Procurement/Inventory) Experience: Candidates must possess one year of experience equivalent to the next lower grade level, GS-7. This experience includes, but is not limited to: Knowledge of pharmacy technician principles, practices, concepts and theories providing for sound independent work; Knowledge of the computerized prescription process and input of prescriptions and medication orders or electronic equivalent; Ability to resolve pharmacy/medication issues with other members of the healthcare team, Veterans and external customers; Ability to train developmental pharmacy technicians and students; Ability to dispense medication or sterile products following all regulations, policies and procedures to ensure safe medication distribution; Ability to troubleshoot automated dispensing equipment (ADE) or technology platforms/databases. AND Certification: For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: PTCB as a CPhT. OR NHA as a ExCPT. Knowledge, Skills and Abilities (KSAs): In addition to the experience above, the candidate must demonstrate the following KSAs. Comprehensive knowledge of concepts, principles, methodology and policies in a specialized area or section of pharmacy (such as sterile compounding, controlled substances, automation, clinical pharmacy, contact center, etc.) Note: See Specialized Area.in the Definitions Section. Skill in training and orienting new and existing pharmacy facility employees and students on proper policies and procedures. Ability to evaluate, analyze and coordinate workflow and work activities within a specialized area or section of the pharmacy. Basic knowledge of pharmacy procurement, distribution and storage requirements to maintain a safe working environment. This includes not limited to Occupational Safety and Health Administration (OSHA), Food and Drug Administration (FDA), United States Pharmacopeia (USP) and DEA requirements and regulations. Ability to assist in determining and modifying as necessary: ordering intervals, inventory levels and cost-effective ordering quantities from required sources based on current financial conditions in pharmacy, seasonal variations in drug usage, changing patterns in medical practice, delivery time requirements and urgency of medical need.
