The incumbent will be assigned to work in the Critical Care Service Line (CCSL) of the VA Pittsburgh Healthcare System (VAPHS). The Incumbent in this position will supervise other Critical Care Technicians (50% effort) ensuring that the work assignments are carried out by performing a range of duties. The Critical Care Technician (CCT) program provides assistance to the nursing staff of the Critical Care Service Line (CCSL) to assure coordinated and efficient delivery of patient care services.

Duties

The Critical Care Technician (CCT) Supervisor performs basic patient care tasks including equipment, supply/restocking, and other duties/tasks in the Critical Care Units (50% effort). The professional nurse delegates patient care tasks to the CCT role with additional responsibilities as identified. Work is performed on ALL tours, weekends and holidays. The CCT Supervisor is responsible to distribute and balance workload among employees in accordance with established workflow, assure timely accomplishment of the assigned workload and assure that each CCT has enough work to keep busy. The CCT Supervisor will use frequent daily contact with the CCTs to assure proper completion of work, prioritization of tasks and documentation of work provided. Backlogs, delays or performance issues are to be referred to the CCT Nurse Manager. The CCT Supervisor will be expected to prepare CCT schedules and provide reports or information to the CCT Nurse Manager as requested. Feedback will include information on workload and work performance and may be related to concerning promotions, reassignments, and recognition of outstanding performance. The CCT Supervisor will be responsible to coordinate orientation and ongoing training by instructing employees in specific tasks and make available written instructions as needed. Monitoring of working conditions such as lighting, safety, etc will also be conducted by the CCT Supervisor. S/He will resolve simple informal complaints of employees and refer others to the CCT Nurse Manager. Major Duties include but are not limited to: Basic knowledge of medical terminology in order to communicate effectively with directing the work activities of employees and other medical personnel. Knowledge of unit routines and basic organization of the unit and is able to identify the function and purpose of various supplies and equipment. Previous experience and/or training as a nursing assistant, LPN or other position providing direct, hands on patient care. Ability to prioritize and work with minimal supervision. Ability to work effectively with others. Knowledge of cleaning procedures, sterile technique, what constitutes contamination, and knowledge of corrective action to be taken. Performs the administrative and personnel management functions relative to staff supervised. Establishes guidelines, specific performance measures, and general expectations for supervised staff, which are clearly communicated through the fom1al employee performance management system. Exercises supervisory authority and responsibility involving work and staffing assignments and review and reassignment of such. Performs administrative and personnel management functions relative to staff. Monitors staff and unit performance; demonstrates and conducts work performance critiques, and analyzes daily workload in each clinic or unit. Incumbent conducts annual performance evaluations. Assures staff receives all necessary initial orientation and continuing training in order to successfully perform duties. Validates and supervises the cross training of all CCTs in the Critical Care Service Line (CCSL) in order to assure adequate coverage of all CCSL Units. Assures that staff will receive relevant safety training and comply with all regulations. Resolves informal complaints and grievances. Effects disciplinary measures as appropriate to delegated authority. Manages Time and Leave related duties and exercises approval authority of staff leave requests. Requires dexterity in performing technical procedures. Proper body mechanics should be utilized always. Required to have the physical ability to manipulate patient while they are in bed to perform such tasks as assisting RNs with turning/positioning of patients.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position, you must meet one of the following: Specialized Experience: At least one (1) year of specialized experience equivalent to the next lower grade level (GS-6) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties of this Supervisory Health Technician - Critical Care position. Specialized experience includes: Ability to provide technical assessments/measurements such as blood pressure, respirations, oral and axillary temperature, weight, and pulse. Ability to observe, escort, transfer, and ambulate patients. Able to interpret instruction by Registered Nurse staff. General customer service skills in relation to patient care. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~ Education: Successfully completed one (1) full year of graduate education (or 18 semester hours) with a major that included courses directly related to the work of this position. Such graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combination of successfully completed graduate-level education and specialized experience, as described above, which meet the total qualification requirements for this grade level. This education must have been obtained at an accredited business, secretarial or technical school, junior college, college, or university. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned).
