This National Guard position is for a TELECOMMUNICATIONS SPECIALIST (TITLE 32), Position Description Number D1477P01 (GS-09) / D1686000 (GS-11) and is part of the Oregon National Guard 116th Air Control Squadron, National Guard.
Duties
As a TELECOMMUNICATIONS SPECIALIST (TITLE 32), GS-0391-9/11, this position is located at an Air National Guard (ANG) Air Control Squadron (ACS). The purpose of the position is to plan and design the Information Technology (IT) networks and telecommunications required to support the ACS Weapon System, specializing in the interconnection and integration of tactical radar sites and other participants of the Weapons System, and to analyze, monitor, and optimize their performance, security, and capacity during peacetime and wartime operations. Performs duties necessary to provide information technology and telecommunications functions and services which support programs essential to Air National Guard daily operations, training, and readiness missions. Incumbent is responsible for planning and coordinating mission accomplishments and training requirements of functionally assigned guard member.
(1) Receives information on computer and communication requirements needed, coordinates requirements with internal and external customers involved and analyzes, plans, and designs data, video and voice networks carried over various transmission systems such as multichannel satellite, troposphere scatter systems, Line-Of-Sight (LOS) RF radios, LOS laser radios as well as fiber optic and copper cable systems. Designs, configures, and optimizes router-to-router connections utilizing military and commercial protocols, switch-to-switch trunking, circuit configurations through asynchronous transfer mode (ATM) as well as military and commercial multiplexers. Develops and publishes communication plans.
(2) Relates mission requirements to existing technology, policies and priorities, systems capabilities, available technology and services, operating practices and procedures, equipment and staffing requirements, to provide network services that support operational requirements. Identifies, directs, and/or coordinates the actions required to provide needed services and support with both internal and external agencies.
(3) Manages local operating frequency assignment and control program. Provides technical guidance and direction for different aspects of radio frequency spectrum analysis. Determines the compatibility of frequency assignments for fixed station and/or mobile radio, radar, satellite links, and other systems used by the military. Coordinates frequency assignments with unit spectrum managers, local Spectrum Managers, ANG Headquarters, MAJCOM Spectrum Management personnel and other agencies such as Federal Aviation Agency.
(4) Determines mission requirements and requests hardware and network configuration resources, such as: Internet Protocol addresses, voice switch and data link configurations, etc. from internal and external agencies to support contingency and/or training networks.
(5) Identifies and corrects network problems and identifies transmission deficiencies in planned or currently operational networks. Utilizes an overall understanding of the operating characteristics of communications equipment, services, and systems in order to provide guidance and direction pertaining to network systems and circuits of communications equipment/systems.
(6) Coordinates and/or determines operational, technical and support requirements for the location, installation, operation and maintenance of network equipment and systems. Coordinates and conducts operational tests and evaluations of designed networks to monitor and optimize network capacity and performance capabilities. Reviews and analyzes data concerning the network's workload, makes technical judgments, and prepares decisions and recommendations concerning the quality, acceptability, and/or need for changes/improvements. Develops and implements procedures for network backup and recovery.
(7) Develops, establishes, and maintains work center training programs. Plans and schedules tasks and training activities for drill status guard members. Oversees and conducts on-the-job training (OJT) for personnel. Creates and develops lesson plans. Ensures availability of facilities and training aids.
(8) Ensures mobilization readiness of section personnel and equipment. Fabricates cables and connectors to interface with various commercial and military electronic systems and sub-systems. Completes proper documentation and follows procedures for incident reporting. Completes maintenance data collection and performs administrative duties for TO and work center files. Manages bench stock, logistics products, historical records, training records, Test, Measurement, and Diagnostic Equipment (TMDE) records.
(9) Performs Communications Security (COMSEC) account duties as required.
(10) Performs other duties as assigned.

Area 1 - Current permanent and indefinite T32 technicians of the Oregon ANG.
Area 2 - Current permanent and indefinite T5 employees of the Oregon ANG.
Area 3 - Current service members in the Oregon ANG.
GENERAL EXPERIENCE:
Work primarily concerned with the movement of information between locations. Information moved in the form of voice communications, such as radio or telephone (including cellular), data communications involving digital transmission between computers, computer terminals, facsimile stations, or video communications such as that used in teleconferencing. Technical work of gathering materials; coordinating schedules; developing specifications and planning telecommunications programs and projects; testing equipment; providing services and software for performance acceptability; and related work connected with the acquisition, technical acceptance, installation, testing, modification, and replacement of telecommunication equipment, services, and systems.
SPECIALIZED EXPERIENCE:
Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Specialized experience includes experience, education and training that provided knowledge of communications equipment, systems, services, and transmission media; knowledge of electronic communications concepts, principles, practices, procedures, policies, standards, and operational requirements; application of specialized communications methods and analytical techniques; technical knowledge of the operational and performance characteristics of communications equipment, automated control and network management systems, transmission media, and the relationships among component parts of telecommunications systems; and competencies in the subject matter or business processes associated with the DoD, U.S. Army, or U.S. Air Force telecommunication programs.
GS-09 - Must have one year of specialized experience equivalent to the GS-0391-07 level in duties that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
GS-11 - Must have one year of specialized experience equivalent to the GS-0391-09 level in duties that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

A. One year of specialized experience equivalent to at least the next lower grade level (GS-0391-07) in duties that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

B. A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Education must demonstrate the knowledge, skills, and abilities necessary to do the work.

A. Education
GS-0391-09 - Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.
GS-0391-11 - Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.
Undergraduate and Graduate Education: Major study - electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Applicants who have the one-year of appropriate specialized experience are not required to have education above the high school level.
