Duties

WHAT IS THE COMMUNICATION & LIAISONDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Communication and Liaison Stakeholder Liaison The following are the duties of this position at the full working level. Analyzes sensitive problematic situations considering the need for quick action and potential ramifications of alternative solutions and makes specific recommendations to the supervisor orally or in writing. Performs pre-selected special studies and research projects or assignments that require confidentiality and application of a level of expertise and mature judgment on par with the requirements of the study/assignment. Develops and analyzes the facts needed and recommends the action to be taken on specific and well-defined matters. Reviews and summarizes information from a variety of sources for use by the supervisor, exercising appropriate judgment and knowledge of the purpose of such information. Participates in the planning and conducting of studies of various aspects of the Service's administrative programs and operations to provide a basis for policy determinations. Within his/her developmental learning curve, participates in the formulation of policies and procedures governing the administrative aspects for the Service, assesses the need for and establishes and/or adapts administrative procedures and practices to be used in those situations requiring deviation from standard administrative procedures. Serves as the liaison between the Commissioner, Deputy Commissioners, Chief Officers, and other staff members, assisting in the development of procedures and policies. Keeps the supervisor advised of developments and progress concerning problems and follow-ups with the responsible official to expedite necessary action and final settlement of the issues. Completely controls the supervisor's calendar/schedule, coordinating executive conferences, Congressional hearings, meetings, and speaking engagements with high-level officials whose time is in great demand. Has responsibility for coordination of daily events as well as long-range events. Prior to scheduling a meeting with the supervisor, the incumbent discusses the purpose and the need with the requestor and is responsible for handling those matters not requiring executive decision. Incumbent participates in regular Executive Scheduling meetings to review speaking engagement invitations for the supervisor. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-07 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Experience that is related to the work of this position and has provided you with the competencies required for successful job performance. Examples of qualifying experience include participating in planning and coordinating programs, projects or processes which impact customers; managing administrative assignments; monitoring activities to ensure timeliness, consistency and completeness; reviewing responses, reports and memoranda on behalf of the organization and experience using analytical techniques to perform routine analyses of data and information to develop conclusions. OR EDUCATION: You may substitute education for specialized experience as follows: Superior Academic Achievement (SAA) - A Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the graduating class in the college, university, or major subdivision, or membership in a national scholastic honor society recognized by the Association of College Honor Societies. OR At least one academic year of graduate education in a field of study that demonstrates the knowledge, skills and abilities necessary to perform the duties of this position. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. SPECIALIZED EXPERIENCE: GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Participating in planning and coordinating programs, projects or processes which impact customers; managing administrative assignments; monitors activities to ensure timeliness, consistency and completeness; reviewing responses, reports and memoranda to develop consolidated responses on behalf of the organization; experience using analytical techniques to perform analyses of data and information and to recommend appropriate courses of action and implementing new procedures using a knowledge of administrative policy and procedures. OR EDUCATION: You may substitute education for specialized experience as follows: master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills and abilities necessary to perform the duties of this position. OR Two years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills and abilities necessary to perform the duties of this position. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR LLB or JD if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
