This position is part of the Office of Environmental Management - Carlsbad Field Office, Department of Energy. As a INTERDISCIPLINARY General Engineer/Physical Scientist, you will serve in a developmental position into the Facility Representative Program, where progressively more detailed and technical knowledge is required to perform the direct oversight duties as a Facility Representative (in training) located at the Waste Isolation Pilot Plant, Carlsbad, NM.

Duties

As an Interdisciplinary General Engineer/Physical Scientist, you will: Perform a variety of general scientific and/or engineering tasks in support of larger projects. Research analyze, interpret, evaluate, and carry out difficult but conventional scientific and/or engineering assignments in support of DOE programs/projects. Independently carry out professional scientific and/or engineering studies and assignments that are well defined within the assigned program/project area. Conduct preliminary scientific and/or engineering analyses to assist higher graded Federal scientists and engineers in accomplishing work on large and complicated projects. Review reports, plans, specifications, change orders, modifications, and other documents prepared by others and apply knowledge of technological advances in the appropriate scientific and/or engineering discipline (e.g. Chemistry, Physics, Nuclear Engineering, Mechanical Engineering, Chemical Engineering, Environmental Engineering, Geophysics, Geology, Hydrology, etc.) to identify discrepancies or potential issues. Work with other scientists and/or engineers to identify and interpret a variety of factors, situations, and conditions to discern interrelationships among different scientific and/or engineering methods, processes and activities

Qualifications

BASIC REQUIREMENT: You must meet the Basic Requirement and "Specialized Experience" to qualify for this position as described below. SPECIALIZED EXPERIENCE REQUIREMENTS: FOR THE GS-09: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-07 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Assisting in the planning, development, and implementation for engineering/scientific components within assigned programs/projects.; AND Assisting in preparing written evaluations to identify engineering/scientific inadequacies or weaknesses.; AND Assisting in identifying and resolving engineering/scientific issues which could have an impact on the program/project. OR YOU MAY QUALIFY FOR THE GS-9 BASED ON EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in engineering, physical science or related field (such as Chemistry, Physics, Geophysics, Geology, or Hydrology) or similarly related major that provided the knowledge, skills, or abilities to perform the work of this position. OR YOU MAY QUALIFY FOR THE GS-9 BASED ON A COMBINATIN OF EDUCATION/EXPERIENCE: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. For GS-7: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-05 level. Specialized experience for this position is defined as meeting ALL of the following: Assisting in the planning and development for engineering/scientific components within assigned programs/projects Assisting senior engineers/scientists in researching and gathering information to identify engineering/scientific issues, which could have an impact on the program/project Assisting in reviewing engineering/engineering documents for accuracy OR YOU MAY QUALIFY FOR THE GS-7 BASED ON EDUCATION: 1 full year of graduate level education in engineering, physical science or related field (such as Chemistry, Physics, Geophysics, Geology, or Hydrology), or similarly related major that provided the knowledge, skills, or abilities to perform the work of this position. OR YOU MAY QUALIFY FOR THE GS-7 BASED ON SUPERIOR ACADEMIC ACHIEVEMENT: Bachelor's degree with superior academic achievement is defined as:(1) Class standing -- You must be in the upper third of the graduating class in the college, university, or major subdivision based on completed courses, (2) Grade-point average (G.P.A.) -- You must have 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum OR 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum, or(3) Election to membership in a national scholastic honor society -- You are a member of one of the national scholastic honor societies recognized by the Association of College Honor Societies (https://www.achshonor.org/) OR YOU MAY QUALIFY FOR THE GS-7 BASED ON A COMBINATIN OF EDUCATION/EXPERIENCE: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as scoring in the in Well Qualified category (or higher). Education

Basic Requirement for General Engineer: Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must:(1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET);OR(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics

OR

Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(1) Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
(2.) Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico
(3) Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
(4) Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

BASIC REQUIREMENT: FOR GS-1301, Physical Scientist: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
