This position is located at the Miramar National Cemetery in San Diego, California.
Duties
The incumbent of this position serves as the Foreman for the Field/Maintenance Operations at the Miramar National Cemetery. The incumbent has supervisory responsibility for all field operations to include Facilities Maintenance, Equipment Maintenance, Headstone/Niche Operations, and Interment Operations. Incumbent may also act as alternate Contracting Officer Representative (COR) as required to provide oversight of numerous contractors and to verify the completion of those contracted tasks. Motivates and promote the teamwork of subordinates to perform as an effective working unit. Incumbent may be temporarily assigned as acting director during director's absence, may perform outreach activities, or represent the cemetery at station events, and will perform other duties as assigned.
The incumbent will have comprehensive responsibilities for overseeing the operations of the cemetery. This requires extensive background and knowledge in financial management, personnel management, public relations, contract oversight, interments and running a National Cemetery.
The incumbent directs the overall day-to-day Field operations of the cemetery, often performing significant periods of duty in an outside environment. Responsibilities includes overseeing the interment schedule, preparation and closing of all graves, placement of temporary and permanent markers, and maintenance of all gravesites, roads, grounds, and landscape. The incumbent also supervises the operation and maintenance of all equipment and the minor repair of all structures, equipment, and vehicles.
Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

Qualifications

Your background must demonstrate work involved in leadership and/or supervision and interment activities, including layout and excavation of new grave sites, and reopening occupied grave sites which require extreme caution to avoid damage to previously interred containers.
EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Physical Requirements: Physical demands on the incumbent consist of walking, bending, stooping, stretching, reaching, pushing, pulling, tugging, and climbing. Must be able to lift up to 75 pounds. Incumbent should request assistance whenever performing tasks that require lifting more than 75 pounds. Must be able to walk in all types of terrain and soil conditions. Incumbent is required to wear personal protective equipment when appropriate. Protective equipment includes personal protection for the eyes, hearing, face, head, back, extremities, protective clothing, respiratory devices and protective shields and barriers. This equipment will be maintained in a sanitary and reliable condition.
Working Conditions: Work is performed inside or outside with the incumbent being subjected to heat, cold, wind, rain, snow, dampness, and periodic muddy conditions. The incumbent may operate machinery that causes noise and vibrations, emits carbon monoxide, has moving parts that may cut or harm the body and requires the use of safety-protective clothing and devices. This work may be performed over uneven terrain. At times the incumbent will be exposed to dirt, dust, mud, water, noise, and fumes from motor vehicles and other equipment.
