This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the senior Social Worker, Family Advocacy Program Manager (FAPM) at Army Community Service (ACS).
Duties
Coordinate the prevention, direct services, administration, evaluation, and training efforts of the Family Advocacy Program on the installation to ensure regulatory compliance and a fully coordinated community response.
Ensure that a comprehensive Victim Advocate Program is in place for victims of domestic violence.
Assess the special needs of military and retired Families residing on the installation and in the surrounding community.
Develop and implement a post-wide prevention and education program which includes informing the community about child and spouse maltreatment, and resources for information and referral data.
Plan and coordinate a broad community education and awareness program and primary and secondary prevention programs to reduce family violence.
Ensure that all reported cases of child/spouse abuse are coordinated properly and that professional child protective procedures are followed by all installation activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires Contact with children under the age 18 and a favorable determination of suitability to do so.
- Incumbent is required to BE on-call during non-duty hours.
- Incumbent must be available by telephone or pager to provide consultation and intervention by telephone or in person as dictated by the situation.
- Work may occasionally require travel away from the normal duty station (up to 10%) on military or commercial aircraft.
- Employee may be required to work other than normal duty hours or uncommon tours of duty.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Requirements for Social Worker (Family Advocacy):
Degree: Master's degree (or higher degree) in social work from a school accredited by the Council on Social Work Education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience in a family advocacy environment, conducting comprehensive assessments of domestic violence or child maltreatment, providing crisis intervention or referral to those involved in abuse, developing treatment plans, and making recommendations on different courses of action to ensure program effectiveness.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Licensure: A current, active, valid, unrestricted clinical license to practice Social Work independently, offered by a U.S. State, District of Columbia, commonwealth, territory or jurisdiction.
This position requires 2 years of experience working in the field of child abuse and domestic abuse.
Education
