The primary purpose of this position is: to serve as a medical records administration specialist with responsibility for a section of a medical records department as well as those assigned to quality assurance and risk management responsibilities for the AF Service Treatment Record (STR) Central Processing Center.

Duties

Performs medical record administrative duties for the organization Responsible for the proper administration, maintenance, disposition, quality management, and review of medical records for a MTF and the STR Processing Center. Ensures the quality of the record management program. Establishes and implements the record management quality assurance program. Provides advisory and consultant services on medical records issues to MTF and headquarters staff. Educates MTF and STR Processing Center personnel and others on the requirement of medical records management.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes planning, developing, and directing a medical records program for a health care facility that meets both institutional goals and standards of accrediting agencies. Evaluating and analyzing the organization and operation of medical records services, including medical records and indexes, and recommending and/or implementing appropriate revisions and modifications. Assisting medical and administrative staff in evaluating the quality and appropriateness of patient and health care services. Designing information systems to collect, analyze, monitor, report, and maintain privacy and confidentiality of patient and institutional data for health care related programs, and evaluating and implementing changes to assure the reliability of data. Developing and implementing policies and procedures for processing legal medical documents and insurance and correspondence requests in accordance with Federal, State, and local statutes. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience above may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of medical records administration principles, techniques, and practices to establish and monitor a quality assurance program and evaluate the MTF records section and STR Processing Center. 2. Comprehensive knowledge of regulatory references, legal requirements, The Joint Commission (TJC) standards, Accreditation Association for Ambulatory Health Care (AAAHC) standards, accepted coding protocols, principles and procedures of medical records administration and reimbursement plans; requirements of the Privacy Act, Freedom of Information Act (FOIA), and Health Insurance Portability and Accountability Act (HIPAA) that govern release of medical information, and automated (electronic) medical record systems. 3. Skill in collecting and organizing data for reports and analyzing data for future planning. 4. Skill in identifying and resolving medical records and STR administration issues. 5. Ability to provide advice to administrative, medical, and other staff members on all aspects of medical records and STR management activities. 6. Ability to explain the value and provide advice on the use of medical records for medical care, legal, administrative, teaching, and research purposes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
