The primary purpose of this position is to To serve as the Executive Support Specialist for the Department of Mathematics
and Statistics.
Duties
Prepares detailed plans, projections, analyses, work measurement, and administrative recommendations regarding critical, complex administrative processes and actions.
These duties include: department budget formulation and administration including detailed analysis of annual or multi-year direct and sponsored research project budgets; identification and analysis of trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the Department's financial plan are being met.
Serves as the primary academic program manager for the Department of Mathematics and Statistics.
Provides oversight to Department masters and doctoral students in the academic program from initial entry into the program through graduation to include course registration process, creation of and updates to education plans.
Accomplishes Special Projects for the Department Head.
At the GS-7 level the duties listed above are preformed in a developmental capacity.
This position is a developmental GS-7 Target 9 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-7. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-5, or equivalent in other pay systems. Examples of specialized experience includes experience assisting in preparing plans, projections, analyses, work measurements regarding administrative processes and actions; experience providing administrative support for education and administrative problems or questions; experience in applying management policies, precedents, and guidelines regarding academic administration; and assisting in budget formulation and administration. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: One full year of graduate level education in a field directly related to the position which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your official transcripts.
OR: A bachelor's degree with superior academic achievement as described in the General Schedule Qualification Policies: General Schedule Qualification Policies (opm.gov)

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and graduate level education in a field directly related to the position that has provided the knowledge, skills and abilities to perform the duties of this position. Note: You must submit a copy of official transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-5 level is required to meet the time-in-grade requirements for the GS-7 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and experience applying general business management skills, principles, rules, and procedures (such as economic and statistical analysis, business law, accounting, and administrative management techniques) as evidenced by an earned Bachelor's Degree in Business Administration (or closely related discipline) or significant relevant work experience.
2. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget to support the mission, structure, goals, work processes, and programs of support activities/organizations.
3. Skill in gathering and analyzing issues/facts, making judgments, and presenting recommendations.
4. Knowledge of and experience in graduate school education administration.
5. Knowledge of and experience in national engineering degree accreditation processes.
6. Ability to work independently, anticipate requirements, plan and organize work in response to the requirements, and determine required schedule for work's completion.
7. Ability to establish and maintain relationships with key individuals/groups outside immediate work unit.
8. Skill in effective oral and written communication.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
