THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-1910-09 QUALITY ASSURANCE SPECIALIST (TITLE 32), Position Description Number D10650000 in SPMD 4740 and is part of the MO TASMG Shop. APPOINTMENT FACTORS: This is a HARD TO FILL Indefinite-Reimbursable Excepted Service position. This is a bargaining unit position. SEE NOTE UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

Develops the Quality Management Plan (QMP) that documents the management and operational policies and procedures to ensure work processes, products, or services satisfy expectations and quality standards. Reviews Army materiel maintenance policies and operational procedures. Develops quality assessment plans to evaluate and improve quality of maintenance production and work processes. Conducts evaluations to identify problem areas, failure trends, faults in methods and procedures, and other deviations from quality standards. Prepares quality assurance operating instructions, local forms, checklists, and other material. Monitors aircraft acceptance/transfer inspections, aircraft configurations, and component time-change requirements. Performs command directed quality inspections and special inspections for all aspects of aircraft and associated equipment. Insures that compliance inspections are performed in accordance with standards. Performs inspections of maintenance shops for safety and condition of equipment. Monitors calibration of shop and test equipment to ensure serviceability. Certifies and maintains files of personnel authorized to perform quality inspections. Investigates equipment failure trends on aircraft airframes and components and systems. Conducts formal training of quality assurance and quality compliance principles, procedures, techniques, and skills. Manages the weight and balance program. Preforms other duties as assigned.

Requirements

• In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the indefinite appointment, that employee will relinquish permanent status.
• Employment can be terminated with a 30 day notice.
• Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
• Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
• The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
• This position is authorized to be filled as long as reimbursable funds are available.
• Individuals whose application for this position would result in a change to lower grade will be entitled to pay retention.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Minimum Military Grade - SFC (E-7) Warrant Officer - Branch 15 Enlisted - CMF 15, MOS 94E or 94R Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience, education or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items); and using computer and automation systems. GS-09 SPECIALIZED EXPERIENCE: Must possess 24 months specialized experience which demonstrates a comprehensive knowledge of assigned aircraft, component systems, and support equipment to include aircraft specifications and standards. Experience utilizing aircraft mechanical skills and knowledge in applying quality assurance to the evaluation and resolution of complex operating and quality issues. A thorough knowledge of the principles, concepts, and methodology of quality assurance functional programs and skills in applying this knowledge to the planning and execution of aircraft maintenance production and processes. Experience and knowledge of aircraft inspection methods, techniques and practices to detect conditions which may compromise quality and the ability to use precision measuring equipment, gauges and instrumentation for testing and special inspections as required. Experience in applying statistical analysis, sampling methods, and techniques to determine compliance with the established standards and the ability to interpret and apply contract and engineering specifications, regulations, policy statements and other guideline materials.

This job does not have a qualification requirement that allows substitution of education for specialized experience.
