Duties

The duties listed are at the highest grade level advertised (GS-07): As a trainee, performs duties which are designed to orient the employee in the application of academic theories and basic natural resources principles to a variety of work situations. Assignments may be similar to those assigned to nonprofessional employees, but such tasks are primarily for training purposes, or to relieve higher grade specialists of routine work. Receives formal and on-the-job instructions and training designed to familiarize the incumbent with functions and operations of the organization, and to provide experience in the practical application of natural resources. Assignments may include some or all of the following: Inspects recreation sites and assists with the development of a wide range of recreation and trail plans and permits. Participates in the development of environmental assessments and/or impact statements to formulate natural resource management recommendations and/or conclusions. Applies geospatial technology to work performed in support of a natural resource management organization. Collects and analyzes biological data pertaining to natural resources and environmental program activities. Performs assigned phases of fire management, including serving as a member of a fire suppression crew. Participates in assigned phases of unit administration such as budgeting and personnel management. Drafts, reviews, and publishes natural resource plans, reports, compliance documents, evaluations and inspections.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Basic Requirement for the General Natural Resources Management and Biological Sciences Series, 0401: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Related course work generally refers to courses that may be accepted as part of the program major. OR Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that you possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-5 level: No specialized experience required. Applicants who meet the basic requirements described in the individual occupational requirements are fully qualified for the GS-5 level. For the GS-7 level: Applicants must have one year of specialized experience equivalent to at least the GS-5 grade level in Federal service; OR, one full year of graduate level education; OR, an appropriate combination of graduate level education and specialized experience; OR, Superior Academic Achievement (to determine if you are eligible, go to: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Please note that Superior Academic Achievement cannot be applied unless you have graduated and have been awarded the degree (the final GPA is required). Examples of specialized experience include two or more of the following: Assisted in the preparation of documents and visual aids such as data tables, slides, posters, brochures, progress reports, summaries of field or laboratory work, or draft portions of manuscripts related to managing natural resources; Assisted in routine observation, measurement, inventorying, and recording of scientific data used to support natural resource management plans, strategies, and/or permitted uses; Used Geographic Information System software to assist in preparation of resource input for natural resource related projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT (GS-07 only): If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Education

Education completed in foreign colleges and universities may be used if it has been accredited or evaluated by an organization recognized by the U.S. Department of Education.

This position has a positive education requirement, as outlined above under basic qualifications. The term positive education requirement refers to an Office of Personnel Management (OPM) determination that the duties of a scientific, technical, or professional position cannot be performed by an individual that does not have the prescribed minimum education. FIELD GOING: The applicant should expect that these are all primarily field going positions, with a significant amount of physically challenging field work in natural resource settings. This could involve use of Forest Service vehicles, tools, and Personal Protective Equipment; hiking, exposure to weather extremes and wildlife, and in some cases, working extended hours or shifts, evening work and/or spending some nights at remote locations.
