The incumbent is a senior analyst in the Alaska Area Native Health Service, Office of Financial Management, providing a full complement of accounting services. To comply with all financial reporting, to provide services to federal/tribal organizations, including responsibilities to monitor funds under P.L. 93-638, The Indian Self Determination & Education Assistance Act, as amended Title I contracts and P.L. 106-260 Title V of the Indian Self-Determination & Education Assistance Act, as amended.

Duties

Responsible for certifying accuracy and validity of payment transactions, including manual transactions, Secure Payment System (SPS) payments and payments processed using UFMS. Performs analyses of financial reports for the General Ledger for content, appropriateness and discrepancies which may include reviewing fiscal records and analyzing individual account transactions for accuracy. Processes all Accounts Receivable (AR) Internet Payment, Government Invoicing (G-INV) and Collection (IPAC) transactions received within the fiscal year received. The incumbent must familiarize themselves with the Funding Agreements for Title I and Title V, particularly the Financial Summary, Appendix A and the Buyback/Withholding Appendix D for assigned accounts. The Buyback Agreement details the financial management and accounting service requirement and establishes timelines within which it should be completed.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: A high degree of skill in analytical reasoning and the ability to apply that skill to the identification, analysis and conceptualization of budgetary and accounting problems and the development of alternative solutions involving the resolution of conflicting goals or objectives (i.e., increasing workload coupled with decreasing availability of funds for salaries, supplies and equipment). Demonstrated knowledge of computerized financial management system, procurement system policies and procedures and other automated administrative support systems. Skill in identification analysis, evaluation and resolution of a wide range of budgetary problems such as the development of alternative methods of funding, formulation of budget estimates for programs in which work objectives, work processes, staffing needs and funding requirements have changed to the extent that substantial re-budgeting is required annually and the development and administration of budget execution plans for submission to Headquarters. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
