The primary purpose of this position is to lead three or more workers to accomplish trades and/or labor work on
a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards.
Duties
Leads a team of trades and/or labor workers
Performs nonsupervisory trades and/or labor work that is usually of the same kind and level as members of the work crew led
Performs all phases of liquid fuel system and component maintenance including preventive maintenance, troubleshooting, repair, and modification
Installs, modifies, and repairs new and existing high-pressure piping systems and equipment such as steam heating, steam generation, and hydraulic systems, steam generators, flash and expansion tanks, condensate, vacuum, and circulating pumps, and radiators
Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment

- The duties of this position require the employee to operate a motor vehicle. An appropriate, valid driver’s license is required
- May be required to be certified for working with and/or removing hazardous materials
- As required, may train and/or guide other personnel in performance of respective craft duties
- Employee makes repairs and installations from ladders, scaffolding, platforms, and other hard-to-reach places. Must stand, stoop, bend, kneel, climb, stretch, and work in tiring and uncomfortable positions
- Frequently lifts parts and equipment that weigh up to 50 pounds. Occasionally lifts items that weigh over 50 pounds with assistance from other workers
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
- This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Incumbent of this position is subject to the possibility of a random drug test
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WL-5301-10 HVAC EQUIPMENT MECHANIC WORK LEADER position. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work of a HVAC Equipment Mechanic Work Leader without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Working knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s)
Knowledge of safety regulations, practices, and procedures.
Knowledge of the use and maintenance of tools, equipment, and equipment common to trades and labor work performed by the group being led.
Skill in performing the trade and /or labor work of the group being led.
Ability to lead a team of three or more labor or trade employees. Ability to plan and organize work assignments to include determining resources required to accomplish mission.
Ability to read and interpret instructions, blueprints, drawings, sketches, and specifications; and maintain difficult balances of a variety of refrigerant controls and complicated motor controls.
PHYSICAL EFFORT: Performs work that involves frequent bending, reaching, crouching, kneeling, crawling, stooping, standing, arm movement, and climbing. Sometimes must work in awkward, tiring, or uncomfortable positions, or cramped areas. Frequently lifts, carries, and sets up parts and equipment weighing up to 50 pounds and occasionally lifts items weighing over 50 pounds using jacks, hoists, or helpers. May be required to make repairs and installations from ladders, scaffolding, and platforms and to enter bulk storage tanks through tank manholes 24 inches in diameter.
WORKING CONDITIONS: Occasionally required to work outside on top of tall buildings, in drafty attic spaces, and in cramped areas with low overheads. Uncomfortable face masks and protective clothing may be occasionally worn when there is a possibility of exposure to toxic refrigerants. Mechanics are subject to larger amounts of escaping gases when making emergency repairs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
