The Supervisory Program Specialist works as an integral component of the senior management of the Surgical Service of the VA Gulf Coast Veterans Health Care System. Services under the direct responsibility of Surgical Service include: Management of a high-volume 30-bed Acute Medical/Surgical Inpatient Unit, and an 8 bed Intensive Care Unit. Surgical Service is responsible for providing department management, budgets, staffing and support to clinics.
Duties
Gathers and organizes narrative and statistical information using established methods, techniques, and precedents such as questionnaires, interviews, review of databases, and comparisons of past, present, and related program functions.
Assembles and organizes administrative tasks and promotes efficient operations for administrative operations. Recognizes the different functions and motivations of various employees and groups within the Surgical Service and has the ability to communicate effectively with each in order to gather information, present recommendations and coordinate services.
Plans, directs, and coordinates the operation of the section. Analyzes guidance against directives received from VISN and Central Office to determine application and assures proper interface with other Federal Agencies, State, and Local governments as relates to mission responsibilities and activities.
Provides higher program management with reports, evaluated information, proposals, and similar products necessary for them to make effective decisions for program operations.
Investigates facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems.
Interprets findings resulting from studies that are independently developed.
Provides basic quantitative and qualitative analysis and evaluation for assigned projects to help meet established goals, measures, and objectives.
Recommendations include modified work methods, procedural changes, systems variations, and acceptance of new technology developments.
Counsels management in developing and maintaining sound organizational structures to ensure the effective use of people, time and money.
Assists with budget formulation, justification, and execution; financial management; and financial reporting.
Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources.
Reviews financial reports and resolves discrepancies with the appropriate accounting office to ensure expenditures are properly authorized and documented.
Monitors, evaluates, and initiates corrective action on operations organizational reports, policies, procedures and ensures accuracy, formatting, and meeting timeliness standards.
Designs and implements policies, and procedures to manage administrative and personnel related functions.
Evaluates and monitors compliance with program requirements recommending revisions and/ or additions to service/action performance improvement plans to meet the intent of accreditation standards.
Reviews and evaluates guidance on various functions and procedures, identifies problem areas, and implements or recommends actions to improve procedures and increase efficiency.
Work Schedule: 7:00AM-4:30PM to be determined by supervisor - Subject to change based upon facility needs
AD HOC Telework: VA supports the use of AD HOC telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for AD HOC telework. AD HOC Telework eligibility will be discussed during the interview process. AD HOC Telework to be determined by supervisor based upon facility needs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience include:
Applying analytical and evaluative methods and techniques to issues/studies concerning the efficiency and effectiveness of program operations both clinical and administrative;
Providing insight and guidance to others in regard to laws, policies and procedures;
Planning, scheduling and conducting projects to improve overall the effectiveness and efficiency of work operations;
Identifying problems and recommending appropriate solutions.
Independently utilizes electronic systems to gather, review, input, update, access, organize, process and to maintain information.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is sedentary. Slight physical effort involving bending, lifting, standing, may be required when carrying supplies and materials and when providing presentations. In the event of a disaster there are requirements for physical and mental endurance, involving extended hours and physical hardship. The incumbent would be expected to be available in the event of disaster/emergencies as part of the Activation Command.
