About the Position: This position is located in the St. Paul District of the US Army Corps of Engineers, Lock and Dam 2 in Hastings, MN. This position serves as a Working Supervisor at a large Lock and Dam facility located within the IMTS, exercising first line supervisory responsibility over a staff of full time and seasonal lock and dam operators. NOTE: This position requires Inland Marine Transporation System (IMTS) certification. Please see the Required Documents section.

Duties

Work supervised and performed includes that involving operating of lock and dam equipment and, as time permits, routine/preventative maintenance work required for the upkeep of lock, dam, and other site buildings, grounds, and equipment. Track and report progress of work assignments. Recommend changes to schedules, priorities, and work sequences as necessary. Assign work to individual employees involved in the performance of lock and dam operations and a variety of maintenance activities required to maintain lock and dam equipment, buildings, and grounds. Inspect completed work for quality and work order/assignment requirements. Support and implement management programs such as incentive awards and cost reduction. Provide technical direction and assist in accomplishing difficult, new, or substantially changed work steps, processes, methods, procedures and operational sequences.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position may be subject to a one year supervisory probationary period.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work.
  • Incumbent may be required to have an American Red Cross Standard First Aid card, CPR, and/or AED in good standing and/or wear prescribed uniform based on site specific requirements.
  • Employees are required to observe established safe working procedures. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.
  • The position meets the criteria for random drug testing under the Department of the Army Drug-Free Federal Workplace Program as supplemented by the USACE Pamphlet 600-1-3.
  • Subject to both planned and unscheduled overtime.
  • This position requires heavy lifting up to 50 lbs.

Minimum Qualifications (Screen Out Element): Ability to do the work of a Lock and Dam Operator Supervisor without more than normal supervision. To meet the screen out element applicants should document experience working as a shift head lock and dam operator responsible for site operations during second, third, and swing shift or on leave days. Performed and directed the locking of boats and dam gate operations. Performed, assisted, and/or directed other lock personnel in installation, repair and maintenance tasks. Responsible for directing and/or accomplishing all routine or special lock operating gate operations, and maintenance tasks as assigned and for exercising primary authority over use of locks during work shift when working independently of immediate supervision. Failure to meet this Screen Out Element will result in an ineligible rating. Selective Placement Factor: You are required to have completed the Inland Marine Transportation System (IMTS) certification or have been grandfathered on or before January 1, 2012. Ability to Interpret Instructions, Specification, etc. (includes blueprint reading)Ability to lead or superviseDexterity and SafetyKnowledge of Equipment Assembly, Installation, Repair, etc.Technical Practices (theoretical, precise, artistic)Use of Measuring Instruments Physical Effort: Work requires frequent standing, stooping, stretching, climbing and crouching. May occasionally lift and carry items weighing over 50 pounds. Uses coordination of eyes, hands and feet, and also of legs and body in installing, repairing, or testing equipment in confined areas such as manholes, enclosed switchgear structures, or on overhead structures. Climbs ladders and poles. Working Conditions: Works inside and outside, subject to changing climatic conditions, loud noises, prolonged standing, falling, water hazards, drowning, cuts and bruises. Works in cramped places and is exposed to dirt, grease, fumes, and dust; works around heavy construction machinery, with and around power shop equipment. Occasionally will work behind bulkheads or in tunnels below water level.
