Duties
You will articulate the budget themes and strategies in materials produced for senior leadership within the Department of Navy (DON), The Office of the Secretary of Defense (OSD), Office of Management and Budget (OMB), and Congress.
You will demonstrate analytical techniques, budgeting methods and guidance and the effective narrative and graphic expression of program content and trends in support of the budget.
You will review prepare the budget rollout brief and supporting documentation for the press, congressional staffs, OSD, OMB, and other senior organizations.
You will identify performance improvement initiatives and track throughout the budget cycle.
You will track the budget adjustments made throughout the Planning, Programming, Budgeting, and Execution (PPBE) system cycle, using financial databases.
You will develop and promulgate detailed procedural and budget guidance for participants; maintain the DON budget guidance manual.
You will perform a wide range of analytical and evaluation functions relative to review, presentation and justification of the DON budget, estimates and functions.
You will demonstrate analytical techniques, budgeting methods and guidance and the effective narrative and graphic expression of program content and trends in support of the budget.
You will develop and produce summary DON program/budget for both internal use and for presentation to higher authority.
You will develop and present analyses and evaluations of significant programs identifying themes to be used in support and justification of the DON budget, including trends in budget composition and financial implications of the budget.
You will develop the calendar of budget events throughout all phases of the PPBE cycle.
You will coordinate the development of Continuing Resolution (CR) impacts and proposed anomalies for submission to OSD. Develop information papers for senior leaders on CR impacts.
You will provide training to the staff as required, based on phases of the budget cycle.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Planning and directing financial or budgeting systems for broad, emerging, or similarly critical large-scale department/agency wide programs of national or international scope where no precedents exist; AND applying knowledge of the concepts, principles, laws, and regulations of financial administration or budgeting sufficient to generate new concepts and methodologies in the field.
