The primary purpose of this position is to provide guidance in acquisition support of maintenance/service contracts to support the organization's mission objectives.
Duties
1. Provides hands-on assistance to group personnel involved in developing revising technical specifications, Performance Work Statements (PWS), Statements of Work (SOW), Statements of Objectives (500), Performance Plans, Performance Requirements Summary (PRS), Quality Checklists, and other pre/post-award activities.
2. Serves as the Functional Point of Contact and Program Manager for the Squadron's Quality Assurance Performance Management Assessment Program, ensuring that aft regulatory and administrative requirements are met.
3. Assists In development of DMAG budget for all maintenance/ service contracts required by UMAG groups.
4. Works to achieve and support quality Improvements in all products and services.
5. Performs other related duties as assigned.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of experience include providing guidance in acquisition support of maintenance/service contracts to support the organization's mission objectives.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: Completed a Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M with a major study in education or a subject area related to the position to be filled. NOTE: You must submit copies of your official transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Combination of specialized experience and education as described above. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of official college transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the Depot Maintenance Activity Group (DMAG) service contract program and its functions.
2. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
3. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and or influence the group's service contract program.
4. Skilled in research, analyze, interpret, and apply rules, regulations, and procedures.
5. Ability to communicate well, both orally and in writing, and establish and maintain good working relationships.
6. Ability to independently plan, coordinates, and organizes work to identify problems and develop innovative solutions.
7. Ability to develop DMAG budget requirements for service contracts for the UMAG groups.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

PHYSICAL DEMANDS:
The work is mostly sedentary, although some moderate physical effort may be required occasionally.
WORK ENVIRONEMENT:
The work is primarily performed in an office setting. Some work maybe performed at industrial and manufacturing facilities.
