Duties

-Reviews planning studies of potential developments and technically supervises or prepares financial analyses of proposed contractual arrangements to determine impact on repayment of reimbursable costs of operating and authorized projects. -Performs research to identify the pertinent legal history, opinions, and precedent decisions that have a bearing on the specific question or case and drafts correspondence advancing an agency position for Solicitor review. -Responsible for the final preparation and administration of revocable and long-term licenses, permits, and other minor contracts connected with or involving water services, including the review of all such proposals for adequacy and conformance with established policy. -Prepares Statement of Project Construction Cost and Repayment (SPCCR), including costs (both reimbursable and non-reimbursable), allocation amongst potential repayment entities, and identification of issues in dispute. Seeks resolution of issues in dispute. Advances the SPCCR to a point of acceptance by higher management levels and water contractors sufficient to guide discussion of Project debt, repayment, and title transfer. -Serves as the principal point of Bureau contact for water users' organizations in assigned area(s) concerning contract commitments, amount and terms of payment, and principal variations of the quantity and timing of annual water deliveries. -Coordinates with water users' organizations and the Excess Lands Section in making determinations that Bureau acreage limitation provisions are adhered to in water service contracts. -Responsible for the negotiation of revocable and long-term licenses, permits, and other minor contracts connected with or involving water services, including the review of all such proposals for adequacy and conformance with established policy. Research the legislative, legal, and contractual history in relation to the proposed project. -Receives clearance to enter negotiations for long term and temporary contracts and proceeds in accordance with any limitations imposed by higher management levels. Requests and coordinates technical and factual studies and reports needed for contract negotiations and arranges for assignments of personnel. -Applies a different repayment formula for each category of water use, requiring development of individual repayment schedules. Negotiates special water transport arrangements, e.g., Federal water delivered through state facilities or private water delivered through a Bureau canal. -Maintains liaison with water contractors and water users' organizations to receive communication regarding water users' needs and problems regarding water storage, drainage, distribution systems, and water service. -In response to requests from the Area Manager and KBAO staff, answers questions pertaining to any phase of the water contracting process and the particulars of specific cases. Formulates and prepares policy positions for presentation to higher management levels regarding the full scope of Reclamation activities as they impact the repayment function. -Maintains liaison with the state agencies involved in water resources as well as other organizations such as engineering firms, water agencies, and citizen groups. Assures compliance with public involvement procedures set forth in Reclamation Instructions in all areas of responsibility.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience which includes the formation, administration or negotiation of water services contracts, project repayment or similar contracts; drafting and preparing contracts and using negotiation strategies to deal with proposed and current contracts; monitoring contract compliance with terms and conditions; development of technical reports and legal research for water service, distribution systems, and project repayment; experience in the development of requirements related to water contracting actions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 04/03/2024.
