About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with the Information and Technology Security Branch at Aberdeen Proving Ground, MD.

Duties

Serves as a Security Specialist, performing duties as a Government Special Access Program (SAP) Security Officer (GSSO) in the administration of all aspects of the Special Access Programs (SAPs). Responsible for the implementation of the Command security programs that includes personnel, information, physical, and industrial security. Provides guidance to military, government civilian, and contractor personnel on all aspects of the assigned security program(s). Provides oversight of personnel security and physical security associated with the SAP facility. Serves as security liaison with the SAP Program Security Officer (PSO) and Program Managers (PMs) and Program Executive Officers (PEOs). Serves as the alternate INFOSEC Manager, responsible for implementing and enforcing the Command Information Security Program. Serves as the Command Security Education Manager, providing guidance and training relating to SAPs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • Must possess, or be able to obtain and maintain a Top Secret security clearance with eligibility for Sensitive Compartmented Information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • This position requires the incumbent obtain the following core Security Professional Education Development (SPeD) Certification: Security Fundamentals Professional Certification (SFPC) certification within their first two years of employment.
  • Position requires Temporary Duty (TDY)/business travel of up to 5% of the time.
  • You may be required to undergo and successfully pass a Counterintelligence Scope Polygraph examination with No Deception Indicated (NDI).

Specialized experience is defined as one year of experience which includes a wide range of intelligence-related security principles, policies, and procedures to administer and implements Special Access Programs (SAP); advising and resolving issues relating to SAP; conducting security reviews, determining, and verifying security clearance and access eligibility. Experience must include at least two of the following: Personnel Security, Physical Security, Industrial Security, and/or Information Security. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal Service (GG/GS-11). You will be evaluated on the basis of your level of competency in the following areas: Organizational AwarenessSecurity Program ManagementTechnical Competence Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
