This position is located in the United States Mint, Office of the Director, Financial Directorate. The Human Capital Division is responsible for developing, managing, and delivering human capital programs, advice, products, and services to the United States Mint.
Duties
As a Human Resources Specialist, you will:
Coordinate resources, organize operations, and provide quality services to optimize the time, cost, and value of human resource processes and services that support the mission of the United States Mint. Researches, develops, and verifies human resources information and services.
Services involve comprehensive plans and programs that affect technical, procedural and administrative human resources functions (i.e. workers compensation, performance and position management, employee and labor relations, employee and organizational development, Web TA timekeeping activities, pay and leave, A-123 requirements, policy and oversight, strategic initiatives, etc.).
Conduct research for current regulations, policies, and procedures for applicable use by the local Human Resources Office and Plant or HQ management. Serve as a liaison for the Human Resources Division; coordinates work efforts with the Administrative Resource Center (ARC).
Serve as a liaison between HR Shared Services and United States Mint customers (HR Specialists, managers and supervisors) to resolve general issues regarding pay, personnel action processing and timekeeping. The Specialist provides administrative support to HR program owners throughout the Service on a wide variety HR programs, problems and issues.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9grade level in the Federal service. Specialized experience for this position includes:
Serving as a Human Resource (HR) Specialist utilizing HR principles, concepts, and techniques to perform the below duties:
- Human Resources Operations; OR
- Personnel Action Requests; OR
- Worker's Compensation; OR
- Employee and Labor Relations: OR
- Time and Attendance; OR
- Customer Service
OR
You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related.
OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11 you must have been at the GS-9level for 52 weeks.
