The primary purpose of this position is to serve as an intelligence specialist engaging and assisting senior specialists in the collection and reporting of information obtained from multi- intelligence sources, through various means, related to political, economic, social, cultural, physical, scientific, and/or military conditions, trends, and forces that directly or indirectly affect national security.
Duties
-Plans the appropriate collection method and subsequent gathering of intelligence data. Information collected is susceptible to generally accepted methods and require the use of independent judgment, knowledge and experience in selecting conventional methods. Uses/modifies established methodology and contributes to collecting of ISR (broad-based and domain/discipline-agnostic) products, applications, capabilities and resources within their assigned defined geographical or functional area of responsibility.
-Participates in the presentation of ISR collection capabilities/data to service, national, and coalition customers within defined area of responsibility. Provides management with the intelligence information derived from ISR assets to maximize Commanders forces' effectiveness by optimizing friendly force strengths, exploiting adversary weaknesses, and countering adversary strengths. Identifies the need for and/or recommends the need to deliver a fused intelligence product (the collection, processing, integration, evaluation, and interpretation of available information) to the customer.
-Disseminates multi-source intelligence information including, classified and unclassified information, within their assigned defined geographical or functional area of responsibility that allows customers obtain a better sense of their situational awareness. Exercises independent judgment in determining the manner of format, coherency, and consistency, in which routine/conventional tactical, operational and strategic information gathered from SIGINT (primarily International Morse code communications) sources is disseminated to the customer. Identifies or validates ISR dissemination processes /system requirements that ensures a smooth integration of concepts within existing programs used.
-Participates in planning and directing ISR operations. Actively participates in the planning, directing, and integrating of functions used to provide or recommend ISR intelligence and situational awareness necessary to successfully plan and conduct operations to support the customer's assigned mission. Actions enable strategic, operational, and tactical users to better understand the operational environment systemically, spatially, and temporally, allowing the customer to orient themselves to the current and predicted situation to enable decisive decision and action.
-Identifies and resolves ISR issues. Makes recommendations on operational matters which may be used to initiate management actions to commit Agency funds or resources. Recommendations may indirectly impact future capabilities. Provides support to senior specialist in meetings with planners from other MAJCOMs, Air Staff, DoD, and within the IC community. Incumbent is empowered to make agreements and commitments in accordance with previously received instructions which are binding within the scope of their assignments. Within area of responsibility, reviews and evaluates multi-source, technical intelligence from a wide variety of sources of varying clarity and validity.

- Ability to copy and transcribe international Morse code at a rate of 20 groups per minute or higher is required to perform in this position.
- Polygraph: Incumbent is required to undergo a counterintelligence-scope polygraph examination.
- The employee will be required to work shift work.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
Qualifications
This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Practical knowledge of intelligence research, collection ,and dissemination methods, applications, and techniques that includes the evaluation of many diverse sources of information utilizing intelligence information systems in order to participate in developing intelligence capability and threat assessments. Gathers intelligence information using multi-source knowledge from either regional or functional background/training to current and operational intelligence missions with minimum supervision. Demonstrates knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of intelligence collection and dissemination methods, applications, and techniques that includes the evaluation of one or more diverse sources of information utilizing multi-source intelligence information systems in order to report on intelligence capabilities and threat assessments.
2. Knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships, and operations.
3. Knowledge of USAF and national ISR PED capabilities, systems, and multi-source intelligence collection policies to disseminate information to various customers.
4. Ability to conduct unbiased research, identify appropriate available systems/data sources, and produce collection requirement assessments that answer specific tasks to link and leverage agency capabilities.
5. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and verbal presentations.
6. Ability to effectively maintain control of classified material, assimilate disparate data, render knowledgeable and accurate assessments of the implication of data estimates, and make effective recommendations under conditions of urgency and pressure
CONDITIONS OF EMPLOYMENT CONT'D:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
