This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic DIB & MRTFB. About the Position:serves as the Explosive Safety Specialist technical Lead, for the U.S. Army Joint Munitions Command (JMC), Radford Army Ammunition Plant (RFAAP) located in Radford, VA.

Duties

Discusses regulations with higher headquarters and other government safety/explosive agencies to ensure correct interpretation and implementation at the ammunition plant. Reviews the contractor’s explosives safety standards, policies, practices, and procedures to minimize or eliminate potential safety hazards and threats. Provides continuous monitoring of the program to determine compliance with established policies, regulations, and the need for corrective action. Interprets explosive regulations in regard to safety and their potential impact to production at an ammunition plant. Evaluates the operating contractor’s explosive safety program to reduce the frequency, severity, and cost of explosives accidents, injuries and fatalities. Participates in the design of new construction and maintenance and renovation of explosives facilities, ensuring compliance with explosives safety standards. Knowledgeable of Army’s requirements for appropriate explosives/ordnance marking, packaging, storage, and shipping by conducting routine audits or inspections. Assists the government Safety Manager with ensuring government personnel are adhering to safety regulations through proper use of personnel protective equipment and training. Analyzes contractor’s operational review reports, SOPS, organizational and program documents.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for the position.
  • This position requires occasional TDY travel.
  • This position requires a Secret Clearance.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes interpreting explosive regulations regarding their potential impact to production; identifying factors contributing to mishaps and/or hazardous working conditions; and assisting with developing corrective action to explosive safety program issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
