This position is located at the VA Healthcare System in Canandaigua, NY. The Teller's primary duties involve cashier activities composed of the broad areas of collection and disbursement of funds, and proper distribution of salary checks and earnings and leave statements. Duties described below are at the full performance level position with closer supervision and guidance provided from the Chief Accountant and/or designee.
Duties

NOTE: This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-06. At the GS-05 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-06. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
The major duties include but are not limited to:
Maintains the cash flow so that adequate cash is on hand at all times to operate the daily cashier functions;
Responsible for planning, staffing, directing, training all activities of the Unit;
Determines the acceptability of payment documents and cash items, aided by knowledge of Treasury Department and Department of Veterans Affairs regulations;
Determines type of payment; i.e., Third Party, Means Test, Co-Payment, or a combination of several types;
Analyzes work requirements and determines resources, equipment, and other needs to efficiently and safely accomplish customer service assignments;
Pays in cash certain designed classes of Fiscal vouchers, performing this disbursing function in accordance with authority delegated by the Treasury Department;
Determines acceptability of a wide variety of items and documents, adequacy of identification material, and authenticity of signatures;
Makes cash payments to patients and employees;
Receives receipts, deposits, and accounts for collections received;
Balances accounts daily to assure that the disbursing fund and collections are properly accounted for;
Prevents access of unauthorized individuals to the Agent Cashier Office, maintaining and practicing appropriate security measures;
Assumes personal financial accountability for any monetary loss which results from the performance of duties;
Resolves technical problems not covered by precedents or established policies; and,
Performs all other duties as assigned
Work Schedule: Full Time, Monday through Friday, 8:00 am - 4:30 pm.

Qualifications
To qualify for this position at the GS-5 level, you must meet one of the following:
Specialized Experience: At least one (1) full year of specialized experience equivalent to the next lower grade level (GS-4) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties that are typically in or related to this position at the GS-5 grade level. Specialized experience includes assisting with financial transactions; processing collections and disbursements; understanding debit and credit principles; and maintaining balance and close accounts in an accounting system; performs customer service in person and by phone; familiarity with word processing, spreadsheets and email software applications. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Education: Successfully completed four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. Combination: Equivalent combinations of successfully completed post-high school education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. To qualify for this position at the GS-6 level, you must meet the following:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the federal service that has given me the particular knowledge, skills and abilities required to successfully perform the duties that are typically in or related to this position at the GS-6 grade level. Specialized experience includes working as a teller or in a similar position performing duties such as handling financial transactions; processing collections and disbursements; correcting financial errors; posting appropriately and resolving minor technical problems; understanding debit and credit principles; maintaining balance and close accounts in an accounting system; analyzing accounts and recommending adjustments necessary to reconcile and balance accounts; performs customer service in person and by phone; familiarity with word processing, spreadsheets and email software applications. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
