This position is located in one of the USDA/Rural Development(RD) Pennsylvania offices. The incumbent has responsibility for providing State-wide leadership, guidance, and review in the Community Facilities Program for the making and servicing of loans and grants for community facilities.

Duties

Reviews loan applications for completeness and conformance with RD statutory regulations, policies, procedures and practices; analyzes and inputs data into appropriate automated database systems. Performs comprehensive review and in-depth analyses of financial credit data documents germane to the loan application eligibility, feasibility, credit-worthiness and viability within assigned loan portfolio(s). Prepares written loan approval determinations or recommendations for loan approval and submits to approving official as appropriate. Conducts field site visits to determine a project’s conformance with loan requirements; monitors civil rights compliance; evaluates/mitigates and/or prepares environmental assessments; reviews key data to ensure multiyear forecasts are realistic.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time-in-grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates comprehensive knowledge and understanding of commercial financing and credit. Experience may have been gained in such work as reviewing commercial loan and grant applications and servicing a commercial loan and grant porfolio; analyzing financial information provided by applicants, determining applicant eligibility, interpreting regulations, assisting in the implementation of outreach and marketing to internal and external customers, assisting with implementation of state internal control reviews, congressional inquiry responses, ensuring the integrity of financial and accounting information and accountability compliance, conduct internal staff training, provide appropriate leadership to ensure staff members have the necessary knowledge, skills, abilities and training resources to perform their job duties, assisting Supervisor with portfolio program management in order to meet the fiscal year goals and carry out the mission of the Agency.
