About the Position: This position will serve as the District Superintendent for the Americas Mid Atlantic District with the Department of Defense Education Activity (DoDEA). The principle focus of the District Superintendent is the organization, operation, administration, assessment and support of the schools within the District. This position provides direct supervision and broad professional leadership in designing and implementing programs to increase student achievement within the District.

Duties

Develop district-wide programs within available resources that are designed to meet or exceed the performance, content, and character of high quality school systems in large jurisdictions in the U.S. Assess the staffing needs of schools to support regular and special education programs. Identify short- and long-range goals consistent with the DoDEA Blueprint. Plan and execute a district budget to equitably distribute funds to schools based on education priorities and unique requirements. Implement systemic evaluation methods to determine progress and accomplishments to include conducting comprehensive evaluations of schools to identify problem areas and to test the validity of policies and procedures. Plan, direct, and oversee the implementation of system-wide curricula, including the design of the professional development program for district staff. Review and approve school improvement plans. Develop a district improvement plan. Review, adjust, and approve future year staffing plans in coordination with the manpower office based on educational programming decisions. Implement and support technology project planning, infrastructure, administrative support, training, student information, and all functional area systems.

Requirements

  • This position requires a Tier 3 (T3) investigation with Childcare Checks since its duties require interaction with children and youth under the age of eighteen (18) years of age.
  • You will be required to sign a mobility agreement, be available for worldwide placement, and be willing to rotate to any DoDDS or DDESS location.
  • This position requires a secret clearance.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for Education Program Administrator: Education: Must meet 1 and 2 1. Doctoral degree in Educational Administration/Educational Leadership, Curriculum and Instruction, Educational Research, or another related education field. OR Master's degree in Educational Administration/Educational Leadership, Curriculum and Instruction, Educational Research, or another related education field and at least 30 graduate semester hours of additional study beyond the Master's degree in Educational Administration/Educational Leadership and Supervision. AND 2. A minimum of 45 graduate semester hours in Educational Leadership, Supervision, and Administration well distributed in areas such as: Supervision of Curriculum, Instruction, and Assessment; Organizational Management; Human Resources Talent Management/Labor Relations; Communications and Community Relations; Digital Technology for Teaching or Learning/Virtual School; School Data Management/School Information Systems; Education of Cultural/Global Diverse Populations; Ethics of Leadership; Educational Policy and Governance; School Law; School Finance/Site-Based Management; and/or Curriculum Development and Design. *Definition: "well distributed" means that no more than 20% of the coursework can be concentrated in a single area to ensure that all 45 semester hours are not used towards a field other than educational administration. AND General Experience: 3 years general Pre-K-12 experience in teaching, educational research, development of curriculum and instructional materials, education assessment and evaluation, guidance counseling, educational administration, educational technology, or comparable experience which clearly demonstrated success in applying the principles, methods, and techniques of education, and provided familiarity with current developments in Pre-K-12 teaching, learning, and professional development. AND Specialized Experience: Four years of experience in a supervisory position which clearly demonstrated the ability to administer or support Pre-K-12 school programs and to effectively supervise educators and support personnel. At least 1 year of specialized experience must be at a level equivalent to the next lower level in the normal line of progression. For a District Superintendent, the next lower level as an assistant superintendent; a supervisory position with district or are-wide curriculum, instruction, assessment, or professional development responsibilities, or a principal position. Education may not be substituted for specialized experience at this grade level. Examples of specialized experience include, supervisory experience gained in educational leadership positions in a Pre-K-12 education system that demonstrated: - Professional competencies as a school or district administrator relating to staff supervision, instructional administration, and policy oversight for Pre-K-12th grade schools. - Leadership in directing staff members working with district, area, or headquarters staff; school administrators, school staff members, and stakeholders in improving schools and supporting program innovations in core curriculum areas and/or student support programs. - Professional knowledge in using multiple sources of data, research techniques, analytical skills, and student assessment tools to identify schools' strengths and weaknesses and to recommend changes for improving policies and programs. - Skill in developing and managing budgets and staffing in support of teaching and learning goals. or - The ability to lead restructuring, continuous improvement, or technology integration efforts for multiple schools, including district, area, or system-wide curricula, program standards, performance indicators, and/or professional development programs for educators. Education

Foreign Degrees and Course Work from Non-accredited Institutions. Credits or degrees earned from a foreign college or university must be evaluated prior to acceptance. Three evaluation procedures are acceptable:

  1. the work may be evaluated and interpreted by the International Education Research Foundation, Inc., Credential Evaluation Service, Post Office Box 3665, Culver City, CA 90231-3665 or www.ierf.org/ or 310-258-9451.
  2. the foreign institution that awarded the degree is on a list endorsed by a regionally accredited university or on a list endorsed by a state department of education for the purpose of teacher certification in that state (this procedure will require an English translation of the transcript and a copy of the document awarding the degree, together with an authenticated list produced by an American university or a state department of education); and
  3. the work may be evaluated by the graduate division of a regionally accredited university and declared the equivalent of similar undergraduate or graduate work in a U.S. institution.

Graduates of non-accredited institutions may have their undergraduate work validated by admittance to graduate school and completion of a minimum of 5 semester hours of credit in a regionally accredited graduate college.
