About the Position: Records Management Officer deals with development and/or execution of the Records Management Program, Electronic Forms and Publications Management, the Records Information Management System, the Freedom of Information Act, and Privacy Act, and training and employee development.

Duties

Develop organizational records management policies. Interpret DA/DoD directives on records management procedures. Review records management objectives, policies, operations, and resources in order to identify potential improvements and cost saving benefits for both manual and automated systems. Manage the retrieval of retired records in response to organizational requests and essential records through identification and establishment of protection/access protocol in support of Continuity of Operations. Serve as the centralized point-of-contact for training and employee development information. Coordinate and set up all depot-wide recurring courses. Communicate local policy requirements to employees, supervisors and management and ensures compliance. Develop and publish organizational strategies, directives, guidelines, and operating procedures for the organizational FOIA/PA program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes administering a records management program; analyzing legislation, policy, and regulatory guidance related to records and information management; coordinating training requirements including developing curriculum and arranging equipment; and administering freedom of information/privacy acts requests in accordance with regulatory guidance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as information managment. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
