You will serve as a SUPERVISORY INTERDISCIPLINARY in the FACILITIES MANAGEMENT DIVISION of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will analyze facility measurement and space utilization data to address changing facility requirements and missions. You will develop budgetary requirements for current and future programs to ensure funds are utilized correctly and program goals are being met. You will administer disciplinary measures (e.g., warnings and reprimands) to correct problems and help the employee meet goals and objectives. You will review program policies and procedures to ensure that organizational engineering projects are in compliance with external or local directives. You will compose technical correspondence to communicate engineering and architectural designs, plans, and objectives to higher level management, technical experts, and staff.

  • The incumbent serving in this position may be assigned to a similar position at any site or workstation within the NAVFAC's area of responsibility as a condition of employment with PCS appropriately authorized.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series, or Certified Planner for the 0020 series. Your license must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Note: you MUST provide a copy of your current registration with your application. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) Process. 2) Experience making Risk Based Decisions regarding Facilities Sustainment and Budgeting. 3) Experience in PWO operations that demonstrate expertise in Facility Support Contracts, Asset Management and Public Works Business Line Products.& Services as well as experience in directly managing one or more of them.4) Must be capable of developing comprehensive effective Maintenance Action & Execution Plans and work execution strategies.5) Must be knowledgeable and proficient with the Work Induction System (WIS) to properly and effectively induct all fundable requirements.6) Must be knowledgeable of General Fund and Navy budgeting concepts and procedures for purposes of planning and budgeting. 7)Incumbent must be knowledgeable of planning, directing, and coordinating Public Works products and services through a Base Operations Support Contract (BOS). Physical Demands: The position's duties are largely sedentary and consist of office-related activities, including long periods of sitting, standing and walking, and operating telephones, audio-visual and computer equipment. During field visits and facility inspections at various installations, the incumbent may lift loads less than 20 pounds, climb stairs and ladders, walk, stoop, bend and stretch to reach objects. Driving of vehicles may be required. Work Environment: The incumbent's work place is a typical office environment equipped with adequate ventilation, air conditioning, heating, lighting, and toilet facilities. The incumbent is not exposed to hazardous substances or environments in the performance of duties. Visits to shops to review planned work projects and other related issues might occur occasionally. Uncomfortable conditions such as smoke, dust, dirt, noise, vibrations, poor illumination or ventilation, unpleasant odors, and dampness may be encountered for short periods of time on an infrequent basis. The job is highly stressful with many deadlines imposed by higher-level headquarters (FEC, Echelon III, NAVFAC HQ, and senior level customers) frequent contact with disgruntled customers, and response to life and property threatening emergencies (perceived or actual poor customer service, water, power and HVAC issues, potential fires, and response post fire/flood to prevent further damage.)

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
