Are you a graduating student or a recent grad? Join our Pathways Recent Graduate Program! This one-year program offers professional and technical training, mentoring and developmental opportunities. If selected, you will report to the duty location which chosen, to complete the requirements of the program. We are currently filling one (1) vacancy in each location, but additional vacancies may be filled as needed.

Duties

This is a developmental position, therefore, duties will be preformed at the lower grades with assistance and support until the full performance level is reached. Provides professional engineering, construction, and maintenance expertise for District administration sites, recreation sites, roads, building, dams, and bridges as well as range, watershed, recreation, wildlife, and other program activities. Prepares cost and time estimates, work schedules, cost/benefit analyses, and feasibility studies for construction, maintenance, and land treatment contracts. As Contracting Officer's Representative, prepares and monitors contract progress reports, change orders, modification justifications, and miscellaneous correspondence. Interprets contract specifications and drawings and inspects contractor work making final engineering determinations regarding methods and materials. Provides input into technical examinations, environmental analyses, and environmental impact statements for District actions. Prepares technical engineering and environmental protection stipulations as required for District actions. Operates automated drafting, mapping, GPS, GIS, and other software specific to the performance of Civil Engineering duties to complete professional drawings from topographic (and other surveys), site, building, and building systems plans.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. BASIC REQUIREMENT: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics .-OR- B. Combination of Education and Experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) GS-9: You must possess one (1) full year of specialized experience at or equivalent to the GS-7 level that is equivalent in difficulty and complexity as indicated by the following examples: Regularly assists with providing engineering, construction, and maintenance expertise for the layout, location, and design of roads, buildings, wells, pipelines, dams, and culverts with assistance; Regularly assists with preparing cost and time estimates for civil construction and maintenance projects; Regularly assists with determining whether civil construction progress complies with contracts through inspection; Regularly assists with operating automated drafting, mapping, global positioning system (GPS), geographic information system (GIS) and other software to complete professional civil drawings. -OR- Education: Two (2) years of directly related progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. GS-7: You must possess one (1) full year of specialized experience at or equivalent to the GS-5 level that is equivalent in difficulty and complexity as indicated by the following examples: Occasionally assists with providing engineering, construction, and maintenance expertise for the layout, location ,and design of roads, buildings, wells, pipelines, dams, and culverts with assistance; Occasionally assists with preparing cost and time estimates for civil construction and maintenance projects; Occasionally assists with determining whether civil construction progress complies with contracts through inspection; Occasionally assists with operating automated drafting, mapping, global positioning system (GPS), geographic information system (GIS) and other software to complete professional civil drawings. -OR- Education: One (1) year directly related graduate-level education or superior academic achievement. All grade levels may use a combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills,and abilities necessary to do the work of this position. Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement.
