This position serves as a Health Science Officer in the Research Administration Office and will report directly to the Associate Chief of Staff for Research. This position is organizationally located in the Research Service, VA Palo Alto Health Care System (VAPAHCS).
This position has promotion potential to the GS 14 grade level.
Duties

Duties include but may not be limited to:
Preparing all reports (local, regional and national) required for performance.
Assesses the impact of proposed plans on budget and operations and analyzes for consistency and integration with goals and objectives.
Prepares budget estimates, fiscal and program operating plans, budget requests, analyses and justifications.
Coordinates directly with Engineering Project Office, Safety Office, Radiation Safety, Biosafety, Research Compliance Officers, contracting personnel and commercial contractors for design, construction, and renovation.
Oversees and continuously evaluates and revises the internal controls program in R&D for effectiveness of policies, practices and techniques employed.
Sets priorities; coordinates work operations; develops internal procedures to ensure employees are informed on appropriate aspects of various programs; develops position descriptions, selects staff, writes performance standards, and evaluates performance; manages administrative aspects of supervision.
Work Schedule: Fulltime, Monday-Friday, 8:00am - 4:30pm

BASIC EDUCATION REQUIREMENT: Applicants must possess a Bachelor's or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. (TRANSCRIPT REQUIRED)

SPECIALIZED EXPERIENCE: In addition to meeting the basic education requirement, applicants must have at least one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-12 level in the Federal service. Specialized experience includes: Completing performance evaluations, manages disciplinary actions and the awards program.; Selecting staff and/or managing administrative aspects of supervision (promotion, discipline, leave, training) of research administration staff.; Interpreting policies and procedures pertinent to the conduct of research such that compliance and feasibility for research conduct are both achieved.; Overseeing and continuously evaluating the internal controls programs required to ensure research projects and staff are tracked and approved as needed.; Planning the scope of the research program, consistent with the priorities of the facility.
