The Chief of Mental Health Integrated Community Care (MHICC) manages the day-to-day administrative and clinical aspects of the services delivered at the Beckley VA Medical Center Mental Health Clinic. The incumbent will have administrative oversight and will coordinate interdisciplinary staffing, work assignments, budget, clinical services as well as assure that programs meet all Joint Commission and CARF standards, VHA policies and VHA procedures specific to each program.
Duties
The incumbent is responsible for all aspects of administrative and clinical duties in Mental Health Service. The incumbent will manage quality assurance and improvement activities for all programs and ensures compliance with all applicable JCAHO standards.
Duties include but not limited to:
1. Has direct administrative and professional supervision of staff:
Psychiatrists
Physician Assistants
Medical Students
Residents
Nurse Practitioners
Psychologists
2. Has programmatic oversight and shared responsibility for the Mental Health Service.
3. Has staff authority for resource allocations within Mental Health Service.
Ensures efficient operation of the Mental Health Service
Prepares annual Budget Call for the Mental Health Service
Monitors and oversees Fund Control Points as assigned
Seeks additional resources as warranted, with use of data-driven criteria in support of all requests.
4. Responsibilities include supervision of staff, program management, and administrative responsibilities that are complex in scope and that constitute a significant portion of the medical center. Scope of service includes:

5. Specifically, the incumbent has the supervisory responsibilities noted above, with additional responsibilities that include:
Management of Human Resource aspects of assigned Mental Health operations, including hiring and disciplinary action, Labor/Management relations, performance appraisals, and professional boarding procedures for various disciplines.
Primary responsibility for all aspects of administration in Mental Health Service and in the relationship to the VA Medical Center at large.
Monitors and reports to facility and VISN leadership regarding status of Mental Health Performance Measures for the Medical Center, with preparation and implementation oversight for any corrective actions necessary.
6. Decisions are made exercising wide latitude and independent judgment. The incumbent reports to the Chief of Staff, but largely operates on a day-to-day basis in an independent manner, with full responsibility to keep the supervisor apprised of activities and any issues in need of close collaboration.
Clinical duties:
The employee will provide treatment for beneficiaries with general mental health disorders in a variety of treatment, including tele-mental health.
The employee must be skilled in treating mental health disorders.
The employee will ensure accreditation requirements are met including reviewing checklists compliance for JCAHO and GARF and/or HAP.
The employee shall document patient care in the patient chart via the Computerized Patient Record System. Training regarding the use of the Computerized Record System will be provided by the VAMC. All Documentation shall be completed in accordance with VA policy and procedures. The documentation requirements are noted in the clinical pertinent reviews given to each employee.
The employee shall follow all VA guidelines regarding infection control and safety.
The employee will be assigned to treatment teams and adhere to team meeting responsibilities.
Other Administrative/Supervisory Responsibilities:
Consults with and serves as a resource for other service lines and facility leadership concerning the need for the development of mental health services.
Assists Chief of Staff in the development of programs which cross service lines.
Assists the Chief of staff in coordinating a mental health response in the event of critical occurrences of violence at the facility, disasters, and/or mass casualty occurrences.
Develops responses to controlled correspondence at the Medical Center, VISN, and VACO levels, inclusive of responding to elected representatives and the OIG Hotline concerning patient care and other matters of public interest.
Stretch assignments as delegated by the Chief of Staff.
Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m. (On call may be required after 4:30 and on weekends and holidays.)

Qualifications
BASIC REQUIREMENTS:
The basic requirements for employment as a VHA psychologist are prescribed by Public Law 96-151 codified in 38 U.S.C. § 7402. To qualify for appointment, all applicants for the position of psychologist in VHA must meet the following:
Citizenship: Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3.g, this part.)
English Language Proficiency. Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j.
Education
(1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (with the exception of school psychology).
OR
(2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a re specialization program (including documentation of an approved internship completed as part of the re specialization program) meeting both of the following conditions:
(a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and,
(b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. Or,
Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.
NOTE: The applicant must provide an official transcript and/or certificate documenting the completion of the re-specialization program, which includes completion of an APA or CPA internship. [Psychologists who have successfully completed a re-specialization program as described above and who were employed by the Department of Veterans Affairs prior to the implementation of this standard are considered to have fully met the educational requirements of these qualification standards.]
AND
Internships
(a) Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed.
OR
(b) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern;
OR
(c) VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre 1979) are considered to be acceptable in fulfillment of the internship requirement;
OR
(d) Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed.
(NOTE: Once board certified, the employee is required to maintain board certification.)
OR
(e) Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program.
NOTE: Psychologists who meet the requirements of this revision and who were employed by the Department of Veterans Affairs prior to the implementation of this standard are considered to have fully met the requirements of this qualification standard.]
Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia.
Board Certification. Persons hired to psychology positions in the VHA who completed an internship that was not accredited at the time the program was completed must be board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. The board certificate must be current and the applicant must abide by the certifying body's requirement for continuing education.
GRADE REQUIREMENTS:
Experience: At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level. Examples include:
Licensed to practice independently in the provision of psychological services (may be assigned to any VHA program and setting, such as inpatient or outpatient medicine, primary care, surgery, mental health, neurology, rehabilitation medicine, geriatrics, Compensation and Pension, Vet Centers, and the VHA National Center for Organization Development).
Diagnose mental disorders.
Conduct psychological or neuropsychological assessments.
Treat mental disorders through a variety of modalities and provide adjunctive interventions for treatment of medical disorders (among the modalities provided are individual, family, and group psychotherapies and other interventions such as behavioral health and community interventions).
Consult with medical center staff on a wide variety of patient care issues.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
1. Knowledge of, and ability to apply, appropriate scientific methods in the design and execution of basic and applied research.
2. Ability to coordinate work across multiple settings.
3. Ability to convey scientific concepts and methodological principles to individuals with diverse levels of technical expertise. (c) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Psychologist Clinician Investigators have achieved significant professional recognition by making published scientific contributions to research projects with potential for substantial impact. In addition to active involvement in peer-reviewed research and other peer review activities as noted above, this recognition must be demonstrated by attainment of at least three of the following: multiple publications in peer-reviewed professional literature; a consistent record of presentation of findings at national scientific meetings; attainment of an academic appointment at an affiliated medical school or local university, usually at the rank of associate professor or equivalent; or responsibility for multiple funded research projects with evidence of sustainability.
