The Chief of Mental Health Integrated Community Care (MHICC) manages the day-to-day administrative and clinical aspects of the services delivered at the Beckley VA Medical Center Mental Health Clinic. The incumbent will have administrative oversight and will coordinate interdisciplinary staffing, work assignments, budget, clinical services as well as assure that programs meet all Joint Commission and CARF standards, VHA policies and VHA procedures specific to each program.

Duties

The responsibilities to include but not limited to are complex in scope and involve organization of service delivery, management of multiple programs across the healthcare system, coordination and supervision of staff, program evaluation, performance improvement and budget management. The incumbent has programmatic and administrative oversight of all MHICC programs and supervises mental health staff performing work at various GS levels and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit/service including outreach efforts and efforts at other sites within a Health Care System. Plans, implements, and provides clinical and administrative oversight to Mental Health activities including requirements for staff, budget, equipment, and supplies. Has direct administrative supervision of 114 staff, with an additional 11 RNs and 1 Pharm.D. matrixed into the Service. The Chief supervises, either directly or through supervisors, the following disciplines and work groups: a. Psychiatrists b. Psychologists c. Psychology Techs c. Social Workers d. Administrative Staff e. Nurse Practitioners g. Peer Support Specialists h. Physician's Assistants i. Vocational Specialists j. All staff in the Healthcare for Homeless Program h. Trainees within the Department of Mental Health. Has programmatic oversight and responsibility for the Mental Health Service. Has responsibility for determining resource allocations within Mental Health Service. a. Ensures efficient operation of the Mental Health Service b. Prepares the annual Management Briefing for the Mental Health Service c. Monitors and oversees Fund Control Points in Mental Health d. Seeks additional resources as warranted, with use of data-driven criteria in support of all requests. . Responsibilities include supervision of staff, program management, and administrative responsibilities that are complex in scope and cover a significant portion of the medical center. Scope of service includes: a. Planning for the upcoming Substance Abuse Residential Treatment Program b. Outpatient Services Including General and Specialty Clinics c. Referral of Patients Needing Inpatient Care d. Intensive Services Including Mental Health Intensive Case Management (MHICM), PRRC, and Home Based Primary Care (HBPC) e. Telemental Health f. Services Provided to CBOC Clinics d. Homeless Services e. Training Programs. .Specifically, the incumbent has the supervisory responsibilities noted above, with additional responsibilities that include: a. Management of Human Resource aspects of assigned Mental Health operations, including hiring and disciplinary action, Labor/Management relations, performance appraisals, and professional boarding procedures for various disciplines. b. Responsibility for assigned aspects of administration within Mental Health Service and in the relationship to the VA Medical Center at large. c. Monitors and reports to facility and VISN leadership regarding status of Mental Health Performance Measures for the Medical Center, with preparation and implementation oversight for any corrective actions necessary. Decisions are made exercising wide latitude and independent judgment. The incumbent operates on a day-to-day basis in an independent manner. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Education: Candidates must meet one of the following: Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE, Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR, Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession. Licensure: Persons hired or reassigned to MFT positions in the GS-0182 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State. English Language Proficiency. Candidate must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j. Grade Determinations: Marriage and Family Therapist - Care Line Manager, GS-14 Experience, Education, and Licensure: In addition to the basic requirements, completion of one year of progressively responsible assignments and experience at the GS-13 grade level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment. Examples of grade level experience include: Operation and management of key clinical, training, or administrative programs. Develop and implement programs, policies and procedures. Oversight of administrative and programmatic resources; Monitoring of outcomes using a data driven quality assurance process. Decisions made affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. Responsible for staffing, work assignments, budget, clinical services provided and admission criteria for the program, day-to-day program operations and all reporting requirements. And, Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-13 grade level, the candidate must demonstrate all of the KSAs below: Advanced knowledge and skill in management/administration of multidisciplinary mental health programs at complex facilities and/or across multiple sites which includes supervision, consultation, negotiation, and monitoring. Demonstrated global knowledge of mental health counseling practice to develop, maintain, and oversee programs in all settings. Ability to provide consultation on policy implementation, qualification standards, counseling practice, and competency with medical center director, VISN, or national program managers that are consistent with organizational goals and objectives. Advanced knowledge of evidence-based practices and mental health practice guidelines in multiple professional areas, and the ability to use these resources to guide the program staff in providing appropriate treatment interventions. Ability to influence high level officials in adoption of, and conformance to, performance measures, monitors, and other policy guidelines. And, Post-licensure: Candidate must have at least five years of post-licensed clinical experience in family systems theory/therapy and must demonstrate possession of advanced practice skills and judgment, demonstrating progressive professional competency and expertise and have an AAMFT Approved Supervisor credential.
