About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W3U2AA US ARMY FUTURES AND CONCEPTS CENTER.
Duties
Serve as the Fires Center of Excellence Security Program manager within the Fires CDID Mission Support Division of the Capabilities Development and Integration Directorate (CDID) at Fort Sill, Oklahoma.
Advise and assist the CDID Director, senior leadership, security managers, contractors, and project personnel on all security management matters essential to the overall security program.
Represent the Director at higher headquarters and inter-agency meetings, working groups and decision-making conferences to review new guidelines, policies and protective measures.
Responsible for administration and management of the Command security program.
Interpret regulations, provide sound guidance, and influence the implementation of non-standard security issues.
Apply a wide range of security concepts, principles and practices to review, analyze, and resolve special security problems relating to sensitive information.
Serve as the Classified Document Custodian ensuring classified material is received, transmitted, handled, and stored in accordance with applicable guidance.
Plan subordinates work and sequence of operations ensuring deadlines are met and there is an even flow of work.
Serve as the organization Security Program Manager with responsibility to report system deficiencies to the Special Access Program (SAP) Security Officer.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a TOP SECRET clearance based on a single scope background investigation (SSBI) with eligibility for access to Sensitive Compartmented Information (SCI).
- Temporary Duty (TDY) travel is required 25% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1. Experience applying technical methods, policies and procedures to at least two of the following security disciplines: Information security, Industrial Security, Operations security, and/or Physical security; AND 2. Experience applying Sensitive Compartmented Information (SCI) concepts to the construction, operation and administration of established and/or new SCI facilities (SCIF); AND 3. Experience developing, security policies and procedures to safeguard classified material in accordance with applicable regulations.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
