You will serve as a SHIPBUILDING SPECIALIST in the WATERFRONT OPERATIONS DEPARTMENT of SOUTHWEST REGIONAL MAINTENANCE CENTER.

Duties

You will provide support as directed to the Lead Shipbuilding Specialist (SBS) in reviewing and evaluating contractor's proposals of providing input to negotiating labor materials and costs. You will assist the Lead SBS in monitoring the contractor's cost control systems during contract performance and recommend cost approval. You will assist in conducting technical advisory reviews of contract specifications. You will assist the Lead SBS with ship inspections to determine ship's material condition and component parts to evaluate work requirements. You will incorporate definitive quality assurance, safety and environmental requirements and certification reports in the planning documents. You will perform estimating and accomplishing technical analysis of contractor proposals. You will recommend alternatives to the lead SBS in order to assist in solving technical problems associated with all facets of ship maintenance.

  • This is a bargaining unit position.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You may be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: identifying and analyzing plans for ship overhaul projects to make recommendations for material and labor needs to ensure compliance with contract requirements. For GS-07 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing assistance with inspections of ship repair and/or overhaul projects to make recommendations for material and labor needs to ensure compliance with contract requirements. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For GS-09
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
