The primary purpose of this position is to: Perform a variety of functions during different phases of a motion picture, videotaped or live television production to include planning, organizing and directing the production, editing, script writing, motion picture/television camera operating, set design, set lighting, and video electronic graphics.

Duties

Directly supports the Commander, USSOCOM with video requirements used to brief the President of the United States and Congressional Committee Members. Creates original rough edit productions utilizing computer supported software. Directly supports USSOCOM as a Command Photographer. Directly supports USSOCOM as a Command Videographer.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-1071 series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Compiling and depicting data using various media, audio and visual instruments, and electronic equipment using skills and creativity needed to use the tools or equipment associated audiovisual production; Performing a variety of functions at different phases of a motion picture, videotaped or live television production; Providing professional video products and presentation; Using highly sophisticated video editing system to prepare, edit, and present audiovisual presentation material; Operating a variety of photographic equipment to record situations and events and to process photographic film; Operating digital electronic imaging equipment and processing of images using computer software and hardware and maintaining close communications with the customer. Unpaid experience is creditable provided the work done was of a quality level and demonstrated the ability required of the position. This includes work directly connected with the production aspects of the field(s) of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of audiovisual techniques, theories, and practices. Knowledge and ability to produce audiovisual productions for television and motion pictures. 2. Ability to communicate orally and in writing. 3. Knowledge of graphic design and visual methods and materials including a wide range of communications and illustration concepts, principles, and practices needed to conceive, plan and exercise a wide variety of complex visual requirements. Knowledge of visual information techniques to conceive original themes and creatively design illustrations, layouts, and formats for visual and training material in any given specialty. 4. Knowledge of methods and procedures for operating a variety of systems and equipment in the production and reproduction of artwork, photos and typography. 5. Knowledge of photographic principles and practices sufficient to plan and photograph subjects, events, and activities. 6. Knowledge of principles and practices of videography sufficient to plan and video subjects, events, and activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
