The Supervisory Biomedical Engineer of the VA Caribbean Healthcare System is responsible for the technical and administrative management of the Biomedical Engineering section and all matters relating to medical equipment and networked medical systems, including planning , maintenance , performance safety and life-cycle management to provide cost effective and responsive services.

Duties

The Supervisory Biomedical Engineer is directly responsible for the Medical Equipment Management Program at the VA Caribbean Healthcare System. The incumbent develops and reviews all medical centers memoranda and policies in his/her areas of responsibility. The incumbent must be technically knowledgeable of all equipment in the program to develop a management program that is relevant, effective, and reliable to provide professional services required by the position. The incumbent has responsibilities for providing education to the VA staff of their roles and functions in the Medical Equipment Management Program and medical safety. The Supervisory Biomedical Engineer is responsible for monitoring and reporting compliance with requirements set by the regulatory agencies such as The Joint Commission (TJC), National Fire Protection Association (NFPA), College of American Pathologists (CAP), CARF, and Occupational Safety and Health Administration (OSHA). He/She also provides oversight and assurance that all aspects of the medical equipment program are adequately addressed including Safe Medical Devices Act (SMDA) requirements and FDA equipment recalls and alerts. The Supervisory Biomedical Engineer is responsible for the capital asset planning of all High-Tech High-Cost equipment of the facility and its satellite clinics. The incumbent consults on construction projects, information technology projects, space functional changes, and associated planning with respect to healthcare technologies and its related areas; including site preparation, non-recurring maintenance projects, clinical specific initiatives, minor and major construction, and turn-key projects. The incumbent collaborates with designated IRM staff as appropriate to secure IT resources and engagement with respect to medical technology initiatives and equipment projects. The Supervisory Biomedical Engineer is responsible for the management of budget resources allocated to support quality assurance and maintenance activities necessary to assure facility medical equipment inventory is available for patient care services to include the preparation of the projected funding needs for each fiscal year. Also, provides recommendations concerning projected section needs of personnel, facilities, training, and equipment utilizing knowledge of finance, section goals, service, and medical center objectives. He/She is responsible for the effective management of all service contracts for medical equipment of the facility. He/She analyzes maintenance and support strategies including review of outsourcing versus in-house support for different aspects of healthcare technology systems to recommend optimal maintenance strategies for these. The Supervisory Biomedical Engineer oversees compliance with scheduled maintenance activities to meet regulatory requirements and to assure reliable medical equipment operation for patient care. When emergent repair request conflict with scheduled maintenance, incumbent makes appropriate and timely decisions to manage these conflicting needs and sure medical equipment is safe and reliable. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Creditable Professional Engineering Experience. To be creditable, experience must have been accomplished after receipt of the degree, and/or CCE certification, and requires the possession and use of knowledge, skills, and abilities associated within the scope of the biomedical engineering profession. Additionally, the experience must have been attained in a healthcare setting for Biomedical Engineer (Clinical) positions, or a research setting for Biomedical Engineer (Research) positions, and be directly applicable to the assignment. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Must be proficient in spoken and written English. Education and/or Experience: Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. OR, Certification as a Certified Clinical Engineer (CCE) and a Bachelor's Degree not listed above. Certification means having successfully passed a CCE written and oral examination administered by the American College of Clinical Engineering. If appointed with a CCE requirement, the employee must maintain certification throughout employment. The American College of Clinical Engineering determines acceptable educational preparation and degree requirements for CCE eligibility. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Experience. Completion of at least one year of experience equivalent to the next lower level (GS-12) and must be fully meet the KSAs at that level which is: i. Ability to conduct a medical equipment management [or biomedical research program that is compliant with applicable healthcare standards and regulatory agencies.] ii. Ability to develop a curriculum for a continuing education program, that address the safe and effective use of medical technology, and/or research devices. iii. Ability to manage a recall and safety alert program for medical devices, including medical device hazard investigations, to assure compliance with patient safety goals, SMDA, and [TJC] requirements. iv. Ability to conduct capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment. v. Ability to function as the subject matter expert in the field of biomedical engineering, directly supporting specialized clinical technology, including service, system administration, training, quality assurance, and life-cycle management. vi. Ability to effectively advise clinical and administrative staff on medical technology, including existing and emerging technology, which addresses viability, long-term suitability, compatibility, and/or safety. vii. Knowledge of concepts related to computer based medical systems, networking protocols, and information security as it applies to medical technology within VHA. viii. Skill in communicating and working collaboratively with key stakeholders, including technical and professional staff at various levels of the organization. ix. Ability to apply project management principles to deployment of medical equipment and health information technologies. Grade Determinations: KSAs GS-13 Level - Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level. Ability to draft and/or recommend local policies and/or directives related to healthcare technology management. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility. Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations.
