The Pharmacy Supervisor (Outpatient) position is located in Pharmacy Service at the Robley Rex VA Medical Center and provides support to the Pharmacy Service. The Pharmacy Supervisor (Outpatient) is responsible for ensuring efficient workload management of the local facility Outpatient Section of Pharmacy Service.

Additional functions include but are not limited to developing and maintaining activities to enhance customer services, demonstrating optimum quality assurance results, assure timely maintenance of the CPRS pending file, and promoting cost effective pharmaceutical care. Work must be coordinated on day and evening shifts, 7 days a week, with constant rotation of professional and technical staff. The positions supervised are clinical pharmacists covering approximately 15 employees Additional functions include, but are not limited to: Develop and maintain activities to enhance customer services. Demonstrate optimum quality assurance results. Assure timely maintenance of the CPRS pending file and promoting cost effective management. Supervise all professional and non-professional staff assigned to the outpatient section, developing scheduling to distribute staff and accomplish tasks in all areas of the outpatient pharmacy and call center. Develops and revises service or station policies to reflect current practice, meet all needs, and comply with established medical center and central office requirements. Ensure that dated drugs are periodically checked, properly stored, and returned to the manufacturer for credit when outdated. Interview applicants for outpatient pharmacy positions and makes recommendations for selection to upper management. Develops plans to most effectively utilize allocated space and equipment to accomplish goals. Receives complaints and grievances associated with the outpatient section and resolves any which can be handled informally. Maintains appropriate confidentiality of all information accessible through the patient charts and hospital computer system. Oversees the Pharmacy Call Center and monitors workload regularly to meet established customer service metrics Coordinates the review and filling of prescriptions submitted as part of the non-VA care program. Meets with representatives from other services on a regular basis to discuss common issues, resolve difficulties, and develop ways to provide better patient care. Functions as liaison with local or state veterans' service officers, professional and administrative staff at the medical center or regional office, fee basis physicians, and congressional liaisons to answer questions and resolve problems. Protects printed and electronic files containing sensitive data in accordance with the provisions of the Privacy Act of 1974 and other applicable laws, Federal regulations, VA statutes and policy, and VHA policy. Ensures applicable laws, Federal regulations, and VA National and Local policy and procedure regarding medication storage are followed. Trains staff in patient education techniques and works with other services to develop patient education programs dealing with medications. Provides patient care that is appropriate to the cognitive, emotional, and chronological maturation needs of the adult and/or geriatric patient. Evaluates physician's orders as to appropriateness based on patient medication profiles; inputs information into computer system; dispenses medication in accordance with appropriate formulary requirements. Provides consultation and education to physicians, nurses and other health care professionals on drug information. Oversees bulk compounding and related USP documentation in the outpatient section. Works with Pharmacy Service procurement employees to ensure adequate stock and avoidance of out-of-stock situations. Work Schedule: Rotating shifts, (6:00 a.m.-2:30 p.m. or 7:00 a.m-3:30 p.m. or 8:00 a.m-4:30 p.m.). Tour of duty based on Organizational needs Virtual: This is not a virtual position. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Grade Determinations: GS-13 In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. (a) Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. (b) Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. AND, Pharmacists assigned to this position must demonstrate the following KSAs: a. Ability to effectively supervise subordinate staff. b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. c. Expert understanding of regulatory and quality standards pertaining to pharmacy. d. Skill in managing people or programs. **NOTE: Experience and KSAs must be documented and detailed in resume to be given credit and qualify for this position.** Preferred Experience: Prior supervisory experience preferred or PGY2 Health-System Pharmacy Administration & Leadership residency References: VA Handbook 5005/55 Part II Appendix G15.The full performance level of this vacancy is GS-13. Physical Requirements: The incumbent may be required to lift and carry loads up to 44 pounds including equipment, boxes, and supplies. The work may require standing or sitting for long periods of time (4-8 hours) with occasional stooping or kneeling, and walking. The principle duties require repetitive use of hands and fingers. The incumbent must be physically capable of operating various types of equipment used for the job.May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
