About the Position: Responsible for application of practical engineering knowledge in performance of office engineering work. The work involves preparing monthly and final contract payment estimates, reporting progress of overall construction, monitoring overall budgetary status of construction, reviewing construction schedules, reviewing modifications, and providing administrative and technical guidance in the Project, Resident, or Area Office.
Duties
Performs construction contract administration duties including the review and processing of contract submittals, requests for information, pay requests and contract modifications.
Performs construction contract setup of newly awarded contracts and regular audits of Area/Resident office projects in RMS assuring data accuracy and quality. Studies, analyzes and implements regulations and policies governing assigned activities.
Performs occasional construction site visits to verify contractor pay estimates, investigate on-site conditions related to contract modifications/disputes, and perform labor interviews.
Serves as liaison between District, Area, and Resident Offices, keeping abreast of personnel requirements and providing HR and training information to employees.
Manages office Government Purchase Card (GPC) for supplies and services and coordinates purchase actions with Contracting Division as needed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to complete the required initial training to obtain and maintain a Government Purchase Card (GPC) within 12 months of being appointed.
- Incumbent is required to travel/perform Temporary Duty (TDY) 5% of the time.

Specialized Experience for GS-06: One year of specialized experience which includes: 1) Utilizing financial management systems to review pay requests; AND 2) Assist with processing contract submittals.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Education: A half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
Specialized Experience for GS-07: One year of specialized experience which includes: 1) Utilizing financial management systems to submit pay requests or process contract submittals; AND 2) Creating reports on the daily progress of construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field directly related to the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
Specialized Experience for GS-08: One year of specialized experience which includes: 1) Reviewing and analyzing progress reports AND 2) Processing construction contracts and contract modifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
