This position is located in the Railroad Retirement Board's Office of the Chairman. The incumbent will be responsible for assisting the Chief of Staff and Attorney-Advisors (Assistants) by performing a variety of administrative duties, inter-agency contacts, and a broad range of studies, research, liasion work and special assignments related to RRB organizational policies and procedures. This job announcement may be used to fill one or more vacancies. This is a non-bargaining unit position.

Duties

As a Management Support Specialist, you will: Perform various administrative duties to independently devise and implement procedures and practices affecting the mission of the Office. Receive visitors and calls; maintain calendars; and communicate with the public. Make travel arrangements in accordance with federal laws, regulations, and policies related to government travel and expenses. Perform comprehensive budget management activities and monitor all expenditures. Establish and maintain a comprehensive and confidential filing system in the Office, and ensure that essential records of the Office are properly identified, controlled, and properly archived or disposed of in accordance with policies and procedures set forth by the National Archives and Records Information (NARA). Create a format a variety of materials, including memos, speeches, Congressional letters, inquiry responses, etc., using Microsoft Word and other processing tools. Coordinate with the Management Control Review committee regarding compliance of the Office's Management Control Program (internal controls).

Qualifications

Minimum Qualifications for the GS-11 level: One year of specialized experience equivalent to the GS- 9 grade level in federal service. Specialized experience is defined as experience which includes 1) Performing executive support duties such as maintaining calendars, travel arrangements, payroll, preparing correspondence, letters and/or briefs, generating reports, and resolving administrative issues to facilitate efficient day-to-day operations; 2) Coordinating and reviewing budget requests for organizations AND 3)Tracking, coordinating, and monitoring organizational taskings utilizing automated systems and/or databases to ensure timely completion. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business/Administration. OR A combination of education and experience as listed above. Minimum Qualifications for the GS-12 level: One year of specialized experience equivalent to the GS-11 grade level in federal service. Specialized experience is defined as experience which includes 1) Development, planning, and execution of complex multi-site and cross organizational meetings for an organization, 2) Identifying resources required to support varied levels of program operations, 3) Utilizing automated systems and databases to complete reporting, filings, invoices, etc., AND 4) Analyzing new or proposed regulation to determine impact on program operations. There is no substitution of education for experience at the Grade 12 level. Time-in grade-restrictions: Applicants who are current or former Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (52 weeks at the next lower grade level). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
