Duties
Responsible for the technical and administrative supervision of professional, technical, clerical, and administrative positions to carry out the mission of the organization.
Conducts a variety of analytical studies and analyses involving programs and operations, administrative systems, workflows, and reporting
requirements to increase efficiency and effectiveness of program operations.
Administers a variety of management programs such as safety, upward mobility, cost reduction, sick leave, Equal Employment Opportunity (EEO), drug and harassment free workplace, overtime usage, employee engagement, etc.
Oversees the recruitment, selection, promotion, and training activities to ensure compatibility with staffing plans, personnel requirements, and funding levels.
Plans and coordinates workforce planning, position management, and organizational workload studies and/or activities; and maintains the Table of Organization (TO) for the District.
Provides overall coordination and oversight in the monitoring and analyzing of the budget and in consultation with the Budget Analyst, provides advice, assistance, and instruction to the District for review, analysis, and budgetary controls.
Responsible for decision making for different areas such as fleet management, property management, facilities and building management, records, reports, visitor services, collections and billings, travel, and safety.
Overall responsibility for accomplishment of administrative program goals and office service support for the District. Manage general information and reception services that are provided to the public and district staff for all program areas.
Analyzes functions and seeks ways to improve effectiveness by revising methods, modifying organizational structures, etc.

For the GS-11:
Specialized Experience: One (1) year of specialized experience equivalent to GS-09 in the Federal Service. Specialized Experience is further defined as responsible for managing, planning, organizing, directing, and coordinating the administrative functions of an office in areas such as time and attendance, facilities and building management, budget, fleet management, travel, coordinating with Human Resources on administrative personnel matters, collections and billings, and visitor services; plan the work activities, set goals and priorities, and evaluate performance for subordinates; explain administrative processes and procedures to office employees.

Education: Have completed a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher graduate education leading to such a degree in a directly related field.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The work is primarily sedentary, although there is some walking, standing, bending, carrying of light items, such as papers, books, or office supplies. The incumbent may be required to drive an automobile.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled office.
Education
This position falls under the Administrative Officer Series, 0341 Administrative and Management Positions. There are no Individual Occupational Requirements (IOR) for this job series.
This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
