About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Center of Excellence, U.S. Army Signal School, Office of the Commandant, Fort Eisenhower, GA.
Duties
Serve as an advisor to the Commandant on Signal Force Modernization and Capabilities Development.
Oversee all USA Signal School staff actions, projects, and activities and is delegated full authority to make decisions in the absence of the Commandant related to training.
Develop policies and plans for the establishment of current and future Signal training initiatives, leader training programs, Army and U.S. Army Training and Doctrine Command Transformation, etc.
Ensure training policies, plans and programs are fully integrated, synchronized, and consistent among other TRADOC teaching institutions.
Provide supervisory control and direction for the Signal school work force.
Through division chiefs, assigns and reviews work, monitors accomplishment for timeliness and acceptability, provides advice, counsel, and instruction.
Provide leadership, professional guidance, decisions, advice, and assistance on all matters pertaining to military and civilian personnel management.
Direct and supervise through subordinate supervisors the assigned program and functional assignments.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three-year Cyber Excepted Service probationary period and/or one-year supervisory probationary period may be required. Probationary periods will be served concurrently if both required.
- Must be able to obtain and maintain a Top Secret / Single Scope Background Investigation (TS/SSBI) with access to Secret Compartmented Information (SCI).
- Must be able to obtain and maintain access to Intelligence Community facilities and networks.
- Required to submit a Financial Disclosure Statement, OGE-450 Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required, prior to appointment and periodically thereafter.

Basic requirement:
A. Degree: Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described in A above.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by formulating program goals, objectives, policies, and procedures and work plans in the development of Army training and leader development functions and activities; directing program requirements in short and long-range planning for the implementation and integration of training development functions within the Signal School; resolving problems in education and training matters and makes recommendations on controversial technical issues and problems cutting across organizational lines; providing Signal-specific guidance, and direction for Signal systems, capabilities, and force structure to government and non-government agencies at all levels to include the DOD, Army Staff, Congressional staffs, major commands, and research/study activities and various members of the training community.
