If selected you will be responsible for installation management functions encompassing operations, utilities, construction, remodeling, and maintenance in support of all research programs and specialized insect production at the facility and its satellite laboratories. You will provide or coordinate certain administrative services for the Laboratory Director and approximately fifty employees and cooperators located at Otis.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Provides facility management direction and planning for building and grounds operation, utility services, construction, maintenance and/or rehabilitation of buildings to special facilities. Develops and oversees the implementation of operating procedures and insures that the programming of manpower, material, and equipment for preventive and emergency maintenance is accomplished. Collaborates on a continuing basis with the Director of PPQ’s Otis Laboratory, in the development of operational procedures to affirm ongoing viability of various insect quarantine and security areas. Implements and manages a facility-wide accident reporting system, designed to provide complete and accurate information on all accidents, for use in evaluating safety and health conditions. Assigns and reviews the work of a staff of several General Schedule and Wage Grade employees to ensure timely performance, soundness, and value.

  • Work requires occasional walking, bending, and light to moderate lifting. Some aspects of the work require climbing ladders and exposure to heights in excess of thirty feet.
  • The work is usually performed in an office setting.
  • During site visits and when overseeing construction activity occasional risks and discomforts may be experienced when working in proximity to construction equipment and outside in adverse weather conditions.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience managing maintenance work encompassing the full scope of system inspections, preventative maintenance, HVAC systems, potable water distribution, electrical distribution systems, custodial services, and energy management operation. Performing and/or overseeing strategic facilities planning, building design, alterations and construction, space planning and utilization, and energy management programs. Overseeing and maintaining computerized control, air handling and life safety systems for quarantine facilities, such as environmental growth room controllers, control access and intrusion systems, quarantine greenhouse controls, and building automation systems. Preparing written specifications, estimates, and fact sheets for the procurement of materials and supplies. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
