Duties
The incumbent serves as a Program Manager reporting to the Assistant Director under the Associate Executive Director in the Department of Homeland Security (DHS) U.S. Customs and Border Protection, Office of Trade, Trade Regulatory Audit Directorate.
This position starts at a salary of $117,962.00 (GS-13, Step 1) to $153,354.00 (GS-13, Step 10) with promotion potential to $153,354.00 (GS-13 Step 10).
Typical work assignments may include but are not limited to:
Working on multiple concurrent assignments, special projects, and high-level work.
Providing technical assistance and direct support to headquarters and field management staff in all matters relating to the application of planning systems and management programs to meet Trade Regulatory Audit (TRA) and other agency mission requirements.
Conducting independent research on priority issues with minimal guidance within established timeframe and making oral and written reports and presentations in a clear, concise, and effective manner.
Coordinating, collaborating, requesting, and processing feedback from subject matter experts, field headquarters divisions, and other components for incorporation into new and updated policies procedures, technical guidance, processes, special projects, work product and innovative solutions/new initiatives.
Providing management with guidance and assistance on sensitive personnel problems and issues; extended leave policies within TRA procedures within TRA of when/how employee invokes FMLA, to discuss with managers if an issue that is occurring with an employee raises to warrant disciplinary action to provide consistency across the TRA Field offices and Headquarters.
Qualifications
Experience: You qualify for the 13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Developing and maintaining relationships among team members, divisions, components as well as external stakeholders, as appropriate in the development of work products and represents the agency.
Planning, implementing, and managing multiple projects, that are broad in scope and/or complex with limited guidance and within established time frames.
Researching complex information and concepts and assembling the findings into a comprehensive report or document and providing briefings regarding significant issues.
Preparing written reports, information papers, briefings ,status reports, and other documents related to priority issues with limited oversight.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/25/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
