This position serves as a Safety and Occupational Health Specialist with the Safety and Health Program of Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), Field Operations (FO) Core Functional Area (CFA). This position is located in and supports a specified PPQ FO facility/campus. This position reports to a Safety Program Manager.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Participates in planning, developing, and implementing a program of consultative, technical training, and evaluative activities to achieve compliance with OSHA regulations. Performs environmental safety and health inspections in a variety of workplace environments, noting hazardous conditions and unsafe work practices. Conducts regular safety and health-related inspections and checks throughout the facility/campus. Selects, sets up, calibrates, monitors, and reads a wide variety of sampling and measuring devices, and performs workplace/environmental monitoring tasks using these instruments. Prepares technical reports based on findings of studies, inspections, and analysis of laboratory results and recommends corrective safety measures and procedures. Promotes sound safety and health practices by working with local managers and employees and provides instruction and training in various safety and occupational health subjects. Coordinates, supports, and tracks activities and progress of the local Safety and Health Committee. Coordinates local emergency preparedness programs, to include the Occupant Emergency Plan and associated emergency drills, AED/CPR and First Aid programs, among others. Coordinates and manages the disposal of all hazardous waste, such as chemical, biological, and radioactive waste.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Supporting local work unit to comply with policies and procedures for safety, biosafety, occupational health, and respiratory protection programs. Assisting safety program staff with the development and coordination of safety-related trainings specific to facility. Assisting safety program staff with investigations of facility safety and health incidents, complaints and accidents. Inspecting facility safety and occupational health programs. OR Master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, in a major area of study in the safety or occupational health fields (safety, occupational health, industrial hygiene), or in other related fields of study that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. Equivalent combinations of education and experience are qualifying for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
