The primary purpose of this position is: To assist in the execution of the installation's Emergency Management (EM), Chemical Biological Radiological Nuclear (CBRN), and Hazardous Material (HAZMAT) emergency response, logistics, and training programs.
Duties
Assists in the development and coordination of plans and procedures for implementation and execution of the Installation Emergency Management Plan (IEMP).
Assists in conducting initial/recurring training for functional areas of EM.
Serves as Facility Specialist in the 927th Air Refueling Wing. Provides facility planning support to/for buildings, structures, architectural and environmental components, utility systems, roadways, land development and equipment/tools/vehicles which directly and/or indirectly support the mission(s) and operation of 927th Air Refueling Wing.
Serves as an EM Response team member.
Serves as the wing Facility Manager for the 927th Air Refueling Wing.

- Must have successfully completed or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Course.
- Must possess or be able to obtain and maintain, within six (6) months of appointment to position, hazardous materials level training certifications through International Fire Service Accreditation Congress (IFSAC) or (Cont. below)
- Pro Board Fire Service Professional Qualifications System Awareness, Operations, and Technician to perform containment, control, detection, and identification. Proficiency in these requirements is essential to maintaining this position.
- May be required to be certified on and wear emergency protective equipment IAW DOD guidance.
- Air Force Certified All-Hazards Responder (AFAHR) certification is highly desirable.
- Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
- May be required to work outside normal duty hours.
- Must be able to obtain and maintain a secret security clearance.
- IAW SA-2020-25 This position requires a physical/medical examination. The physical/medical requirements of this position as determined are: (quote requirements in Factor 8 or mandatory medical qualification require.

Qualifications
"This is a TERM position NTE 1 SEP 2025; the individual selected for this position may be non-competitively extended without further competition. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions,
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of established emergency management principles, methods, and techniques sufficient to independently perform recurring assignments of a conventional nature to control or eliminate hazardous conditions and risks which may cause injury to persons or damage to property and knowledge of Counter- Chemical Biological Radiological Nuclear (CCBRN) defense procedures; natural, and man-made, and technological disaster response procedures; the AFIMS; Air Force Material Management System; and the AFMETCAL Program. EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of experience and more than 2 years of graduate level education may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify) NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of health, safety, and environmental requirements as outlined in applicable safety standards and regulations, and/or technical orders, to include Occupational Safety and Health Administration (OSHA) directives as it pertains to hazardous materials response; National Response Framework (NRF) organization, lines of authority, installation response roles and responsibilities; and natural disaster response procedures, training, and use of special equipment.
Knowledge of the capabilities, limitations, and employment concepts for CBRN and conventional defense, detection, protective clothing/equipment, communications equipment, and decontamination.
Knowledge of policy and procedures of Air Force Material Management System, AFMETCAL, National Incident Management System (NIMS), and the Air Force Incident Management System (AFIMS).
Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations.
Skill of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions.
Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
